IN A CIVILISATION WHICH HAS REACHED A MAXIMUM LEVEL OF + COMMUNICABILITY ; TRANSCENDING THE PHYSICAL BORDERS, SOME INVISIBLE CULTURAL AND LINGUISTIC ONES ARE RE-DESIGNING INFINITELY MORE SUBTLE COMMUNITIES. THE LARGE MAJORITY OF ALL WHAT IS WRITTEN IN ENGLISH AS WELL AS WHAT IS INTERNATIONALLY COMMUNICATED, HOWEVER, SOME LOBBIES ARE FEARING FOR ITS SURVIVAL. AFTER A DESCRIPTION OF CONCEPTS RELATED TO PLURILINGUALISM AND MULTICULTURALISME, THE METHODOLOGICAL FRAME OF THIS RESEARCH WILL BE TACKLED AS WELL AS THE DIFFERENT TYPOLOGIES OF LINGUISTIC POLICIES AND THEIR CONNECTIONS WITH MULTICULTURALISM. THE SECOND PART DESCRIBES THE PLURILINGUAL AND MULTICULTURAL POLICIES OF THESE THREE COUNTRIES OF RECENT IMMIGRATED POPULATION, WHICH HAVE ENGLISH AS THEIR OFFICIAL LANGUAGE AND HAVE HAD THREE DIFFERENT WAYS OF TACKLING THE QUESTION OF LANGUAGE AND CULTURE, TWO FUNDAMENTAL REFERENCES IN THEIR DAILY POLITICAL, ECONOMIC AND SOCIAL LIFE. THE THIRD PART IS A CONSEQUENCE OF THE TWO PREVIOUS ONES AND DESCRIBES THE PHENOMENON OF MULTICULTURALISM AND ITS CONTEMPORARY CONSEQUENCE, THE + POLITICAL CORRECTNESS ;. IN THESE THREE COUNTRIES, THE IMMIGRANTS HAVE BEEN ABLE TO ASSERT A RIGHT TO MAINTAIN TO LANGUAGE AND CULTURE OF THEIR COUNTRY OF ORIGIN IN THEIR NEW ENVIRONMENT IN ORDER TO FACE THE DANGERS REPRESENTED IN THEIR VIEW BY ASSIMILATION. THIS IS A VERY NEW AND CONTEMPORARY PHENOMENON WHICH GIVES BIRTH TO A NEW CATEGORY OF MINORITIES WHICH DO NOT ASSERT THEIR LEGITIMACY ON HISTORICAL LINKS WITH THEIR NEW TERRITORY, BUT ON AN + EXTRATERRITORIAL RIGHT TO THE PRESERVATION OF THE CULTURAL IDENTITY ;, THUS AFFECTING THE SPECIFIC RIGHTS OF INDIGENOUS PEOPLES. FURTHERMORE, THE ECONOMIC AND POLITICAL CHANGES HAVE PARTICULARLY AFFECTED THESE THREE STATES AND FORCED THEM TO RECONSIDER THEIR TRADITIONAL ALLIANCES AND REPLACE THEM WITH NEW TIES WITH THE EMERGING ECONOMIC BLOCKS. Elle suggère la prise en compte des aspects symboliques du positionnement des élites noires au sein des organismes décisionnels, et rend intelligibles les risques majeurs de récupération et de manipulation du processus d'institutionnalisation de l'action politique des Afro-Américains. La conclusion principale de la thèse est que la prétendue perméabilité des centres de pouvoir des Etats-Unis, n'est réellement qu'une "ouverture-bluff" visée conservatrice. IF THE STRUGGLE BETWEEN THEM OVER THE DIRECTION OF AMERICAN PUBLIC POLICY IS A FAMILIAR PHENOMENON, ITS SCOPE AND INTENSITY, HOWEVER, HAVE INCREASED IN RECENT YEARS AND SO HAS THE RANCOR THAT IT GENERATES. THE WATERGATE CRISIS AND THE FIRST FORCED RESIGNATION OF A PRESIDENT IN AMERICAN HISTORY AROUSED PUBLIC CONCERN ABOUT THE ROLE OF CONGRESS. AFTER A LONG PERIOD OF PRESIDENTIAL PREPONDERANCE, THE SO-CALLED POST-WATERGATE REFORMS WERE AN ATTEMPT FOR THE LEGISLATIVE BRANCH TO REDRESS THE BALANCE. THE WAR POWERS RESOLUTION ENACTED IN 1973 AND THE BUDGET IMPOUNDMENT CONTROL ACT OF 1974 WERE TWO CONCRETE EXAMPLES OF THE SO-CALLED "RESURGENCE OF CONGRESS" IN THE SEVENTIES. A NEW PERIOD OF PRESIDENTIAL ACTIVISM WAS INAUGURATED WITH THE REAGAN ADMINISTRATION. BUT FAR FROM BEING A SUCCESSION OF CYCLIC PHASES, THE RELATIONSHIP BETWEEN CONGRESS AND THE PRESIDENT IS A CONTINUOUS STRUGGLE AND COOPERATION OVER THE DIRECTION OF PUBLIC POLICY
