The seeds of this conference were sown with the publication by Press, in 1965, of a paper in which he suggested that the displacement field due to a major earthquake may extend over much greater distances than had been thought possible before. Later on, Mansinha and Smylie pointed out that if Press was correct then, since the redistri bution of significant quantities of mass was involved, the inertia tensor of the earth would be altered and thus cause the earth to wobble; this revived the idea that earth quakes might be the long sought source for maintaining the Chandler Wobble. They argued that since earthquakes are sudden events it should be worthwhile trying to determine if there was any correlation between sudden changes in the Chandler term of the pole path and major earthquakes. Furthermore, since displacements occur both before and after an earthquake it might be possible to obtain a few days warning of a major earthquake by making instantaneous observations of the pole path. Analysis of the data indicated some correlation but, as often happens in science in general and in geophysics in particular, the results were not conclusive because of imperfect theory and the need for more accurate determinations of the pole position. It soon became clear that a meeting between geophysicists and astronomers involved in this type of work would be of mutual benefit

Groundwater Dependent Ecosystems (GDEs) frequently exhibit rich biological diversity and can provide enormous economic wealth. In recent years, GDEs in many industrialized countries have shown signs of serious degradation, primarily the result of groundwater abstraction and pollution. Many such systems, including a number of well documented cases in Eastern Europe, are no longer sustainable. As a consequence, the conservation and sustainable management of GDEs has emerged as one of the most urgent environmental research priorities of our time. A large percentage of the world's population lives in cities and either depends on, or is affected in some way, by groundwater. Moreover, groundwater has become a very important and complex issue that attracts the interest of many diverse stakeholders. It is about 15 years that the carbon nanotubes have been discovered by Sumio Iijima in a transmission electron microscope. Since that time, these long hollow cylindrical carbon molecules have revealed being remarkable nanostructures for several aspects. They are composed of just one element, Carbon, and are easily produced by several techniques. A nanotube can bend easily but still is very robust. The nanotubes can be manipulated and contacted to external electrodes. Their diameter is in the nanometer range, whereas their length may exceed several micrometers, if not several millimeters. In diameter, the nanotubes behave like molecules with quantized energy levels, while in length, they behave like a crystal with a continuous distribution of momenta. Depending on its exact atomic structure, a single-wall nanotube -that is to say a nanotube composed of just one rolled-up graphene sheet- may be either a metal or a semiconductor. The nanotubes can carry a large electric current, they are also good thermal conductors. It is not surprising, then, that many applications have been proposed for the nanotubes. At the time of writing, one of their most promising applications is their ability to emit electrons when subjected to an external electric field. Carbon nanotubes can do so in normal vacuum conditions with a reasonable voltage threshold, which make them suitable for cold-cathode devices

Phytoremediation, the use of plants to remediate environmental media, is being pursued as a new approach for the cleanup of contaminated soils and waters, including groundwater. Plant-assisted bioremediation, sometimes referred to as a type of phytoremediation, involves the interaction of plant roots and the microorganisms associated with these root systems to re- diate soils containing elevated concentrations of organic compounds. These techniques could provide cost-effective methods of remediating soils and groundwater contaminated with metals, radionuclides, and various types of organics, with fewer secondary wastes and less environmental impact than would be generated using traditional remediation methods. All plants extract necessary nutrients, including metals, from their soil and water environments. Some plants, called hyperaccumulators, have the ability to store large amounts of metals, even some metals that do not appear to be required for plant functioning. In addition, plants can take up various organic chemicals from environmental media and degrade or otherwise process them for use in their physiological processes. Phytoremediation technologies are in the early stages of development, with laboratory research and limited field trials being conducted to determine processes and refine methods. Additional research, including genetic engineering, is being conducted to improve the natural capabilities of plants to perform remediation functions and to investigate other plants with potential phytoremediation applications. Large areas in Western and Eastern countries are polluted with heavy metals and radionuclides in natural, rural, urban or industrial areas

Environmental biotechnology, which was in its infancy in the early 80's, has evolved thanks to the revolution brought about by molecular biology. Multiple successes in the biological cleanup of civil and industrial wastewater and of hydrocarbon soil pollution, demonstrate the vast power of clean technologies. In addition, the buildup of information on the activities of microorganisms as catalysts in all sorts of natural, industrial and animal environments has flourished. There is a continuing realization of the critical role of microbial processes in biological, industrial and geological systems. Since environmental biotechnology has matured, it is ready to tackle bigger challenges: the scaling up of many bioremediation systems still in progress, the search for novel biocatalysts for industrial applications, the continuing effort against common human life-threatening processes such as antibiotic resistance, the accumulation of hormone-mimicking substances (endocrine disrupters), the deposition of air-borne pesticides in the environment and, the degradation of recalcitrant contaminants. This proceedings contains the papers which were presented at the NATO Advanced Research Workshop (ARW) on Extreme Hydrological Events: New Concepts for Security, which was held in Novosibirsk, Russia, from July 11-15, 2005. The workshop fell within the NATO priority research topic on Environmental Security, Disaster Forecast and Prevention. At the present time, the necessity of considerable deepening of our understanding about the nature of extreme and catastrophic natural and man-induced events, in particular hydrologic ones, becomes very topical, as well as the development of advanced methods for their prediction, including estimating probability of their occurrence and a risk related to them. Another aspect of this hydrological problem is reducing of vulnerability of social, economic, and engineering systems to the extreme hydrologic events (EHE) and decreasing of a degree of their effect on such systems. Dealing with these problems needs further refining existing tools for prediction and forecasting of EHE. It can be done essentially through revealing mechanisms of their generation and with use of new approaches and methodologies in related branches of hydrology. This ARW is targeted to contribute to the critical analysis and assessment of current knowledge on a number of the key issues of hydrology, such as: extreme hydrological phenomena, problems of floods, low flows and droughts. In view of significant economic losses and actually wide geographical occurrence, investigation of these hydrological phenomena is of great scientific and practical importance
