Commissioners from the United States and the independent states from the territory of the former Soviet Union met at The Carter Center on November 15-16, 1991, for the first meeting of the Commission on Television Policy. Former U.S. President and Carter Center founder and chairman Jimmy Carter co-chaired the meeting with Eduard Sagalaev, vice chairman of the Russian State Television and Radio Broadcasting Company and chairman of the Union of Journalists. The Commission talked about the importance of television in the election process and made a series of important recommendations about how elections can be made more truly democratic. In addition, there were several proposals for expanding ties among the Commissioners and their constituencies

In September 1994, the Commission on Radio and Television Policy, co-chaired by former U.S. President and Carter Center founder and chairman Jimmy Carter and Eduard Sagalaev, vice chairman of the Russian State Television and Radio Broadcasting Company and chairman of the Union of Journalists, met in St. Petersburg, Russia to discuss how to strengthen radio and television independence. The Commission reached a unanimous agreement on a communique urging all parties to defend and extend media autonomy. The Commission strongly favored voluntary codes of journalist's ethic and voluntary practices concerning violence on television. It did not favor governmental or other controls, but also noted that civility is essential to democratic discourse
