The overall objective of this research project has been to improve the impact of vocational education and training (VET) at secondary school level on social inclusion and social cohesion in the countries of South Eastern Europe, Turkey and Israel by deepening the understanding of the main barriers and potential opportunities for building inclusive and equitable VET systems in these countries. This report provides a synthesis of nine country case reports in the region carried out by local research teams based on a participatory action research methodology. This process engaged practitioners, policy makers and other key stakeholders in a reflective process of problem solving through in-depth interviews at national and local level, combined with student and teacher surveys in three upper-secondary level vocational schools in each country. In all, 84 in-depth interviews were conducted with key stakeholders and 223 interviews were held in schools and local communities. These, together with 745 teacher questionnaires and 2,862 student questionnaires, form the evidence base of this report. This synthetic report is intended to serve as a tool to inform policy makers and practitioners in the VET sector and employment services, social welfare and health services with the aim of supporting the development of inclusive education in the VET sector that formed the focus of the study

The economic crisis has forced policy-makers to rethink the role of economic development policies in promoting growth and jobs. National and local budgets have been tightened, while concerns about inter-place and inter-personal inequalities have been rising. Many traditional ways of stimulating economic development are considered as under-performing. In the European Union, cohesion policy is the main instrument for promoting economic development and structural change. As work on the preparation for post-2020 cohesion policy will start soon, it is important to reflect how the policy can better respond to the imperatives of European integration in the post-crisis world. This conference brought together academics and policy-makers from Europe and North America for a dialogue and comparison of the state-of-the-art of urban and regional economic development theory, evidence and policy. The focus was on three sets of questions. First, how should policy-makers understand the relationship between growth, equity and geography today? Second, what is the role of institutions and economic governance as preconditions for successful economic development? Third, what are the cutting-edge practices and instruments of economic development policy?

We are concerned with the design of a constitution for a firm -- an ex ante contract which assigns residual rights of control (and possibly residual income rights) without reference to the issue to be decided. We focus attention on two polar constitutions: nonprofit cooperatives and outside ownership. In the former, ownership is shared among a group of consumers on a one member, one vote basis. In the latter, all control rights and rights to residual income are allocated to an outsider. Ex post, agents are assumed to have asymmetric information, which rules out recontracting. We have two main results. First, in the case of perfect competition, an outside owner achieves the first-best; a cooperative typically does not because the rent from any cost advantage relative to the market is used to shield members from competitive pressure, and the median voter's preferences may not reflect average preferences. Second, in the case where the members of a cooperative have common preference orderings they unanimously vote for the first-best; an outside owner typically makes inefficient decisions, tailored to the marginal rather than to the average customer
