This is Volume III of the final report on the research project entitled Analysis and Evaluation of a Potential Competition of Interest Among the Major Powers. This report presents a comprehensive analysis of the scope and character of the Soviet interest as manifested in observable patterns of external involvement. Although the Soviet Union constitutes only one of the five major foreign international actors being examined, the importance of its worldwide role in U.S. defense planning justified a more extensive analytic treatment than has been accorded to the other four powers, i.e., France, Great Britain, Japan, and West Germany. A systematic analysis of the phenomenon of international competition, using empirical data to the fullest extent feasible, requires an interlocking series of conceptual and methodological building blocks. One of the most crucial steps is the operationalization of the concept of the national interest so that it may be measured and subjected to systematic analysis. This study operationalized the Soviet interest abroad as the observable network of military, political, and economic activities that combine to express the scope and character of Soviet foreign involvement

This report summarizes the results of the cost-benefit studies carried out for the Department of the Navy's (DoN) Alcoholism Prevention Program (NAPP). This work focuses on the effects of the resident treatment programs on replacement, hospitalization, accidents, jurisprudence and productivity aspects of Navy and Marine Corps operations. Aggregated economic costs and losses due to alcohol abuse in the DoN are estimated and presented. The report concludes that the existing resident treatment effort for alcoholics is highly cost effective and in the best interests of the Navy and Marine Corps. Further, the annual economic losses to the DoN are of such magnitude that continued efforts toward alcoholism prevention and earlier identification of alcoholics are warranted. (Author)

An analysis was made of competing international interests between major powers. Activities of six major powers (U.S., West Germany, France, the United Kingdom, U.S.S.R., and Japan) with other nations were correlated by utilizing 20 different indices of involvement. These included imports and exports, direct private investments; tourist flow; military sales and assistance; diplomatic deployments, etc. A data bank and algorithms were prepared and are presently stored in the USAF Multics System. The study examined interactions between the major powers and over 100 other countries, with detailed inputs, assumptions and results shown in the text and supporting appendices. Interpretive conclusions are based upon numerous study findings on Soviet vs. Western styles in influencing third countries

Population trends are compared with accession trends and trends in monthly level loading are also discussed in the report. The study concludes that a number of these trends may indicate the existence of current or future problems in recruiting

Fiber reinforced composites provide a wide array of structural and acoustic properties. The composites may be isotropic or extremely anisotropic, and offer considerable flexibility for designing underwater acoustic sensor flow noise outer decouplers. Compliant layers appear to be effective in suppressing flow noise; however, effectiveness diminishes with depth, in part because of material compressibility and distortions caused by own ship's speed. Composite materials can be fabricated with high strength and modulus to maintain shape under severe loads to eliminate erratic acoustic performance caused by outer decoupler distortion. (Author)

This survey provides the results of physical and chemical tests to determine the properties and components of 150 samples of marine 'Bunker C' fuel oil. These samples are 'as bunkered' samples and represent 75 ports of the world from eight geographic regions as collected by 28 participating companies. The test results are presented in world port index sequence by geographic region. Minimum, maximum, and average values were calculated for each test by geographic region and in total and are presented by test. The standard deviation for each test is also included as a measure of variability of the test results. An example of the possible use of the standard deviation is included. This example assumes a normal distribution of sample results. The survey results presented herein should prove useful when considering 'Bunker C' procurements or future engine design and maintenance policies. (Author)
