Public transfer programs that allow beneficiaries to choose the transferred good may be more efficient, but the poorest beneficiaries may not participate if the good chosen is too costly. A model shows that program targeting and consumption impacts are tied to selected quality of the provided good. Evidence from a randomized trial in rural India in which groups of beneficiaries choose the variety of rice to be offered as a subsidized loan confirms that choosing lower cost goods self-targets the program towards the poorest beneficiaries. Consumption impacts are biggest for wealthiest households and may be negative for moderately poor households

A popular identification strategy in non-experimental panel data uses instrumental variables constructed by interacting exogenous but potentially spurious time series or spatial variables with endogenous exposure variables to generate identifying variation through assumptions like those of differences-in-differences estimators. Revisiting a celebrated study linking food aid and conflict shows that this strategy is susceptible to bias arising from spurious trends. Re-randomization and Monte Carlo simulations show that the strategy identifies a spurious relationship even when the true effect could be non-causal or causal in the opposite direction, invalidating the claim that aid causes conflict and providing a caution for similar strategies

To what degree can vulnerability to extreme weather events be mitigated by access to a rural livelihoods program, particularly with regard to the impacts on women? This paper addresses this question through a natural experiment arising from two independent but overlapping sources of variation: exposure to a devastating cyclone that occurred in the Bay of Bengal region of India and the staggered rollout of a rural livelihoods intervention. Comparisons from household surveys across communities more or less exposed to the storm before and after the introduction of the program reveal that the storm led to significant reductions in overall household expenditure, and that these reductions were indeed the largest for women, adding to the emerging evidence for the frequently-posed hypothesis that women bear the brunt of the effects of disasters on overall household consumption. Participation in the livelihoods program mitigated some of the reductions in household nonfood expenditure and women's consumption, but not on food expenditure. These results from a densely populated region whose topography makes it particularly vulnerable to storms can inform future policy approaches and aid in modeling the impact of these policies on the effects of climate change

Water When It Counts Reducing Scarcity through Irrigation Monitoring in Central Mozambique by Paul Christian( )

Management of common-pool resources in the absence of individual pricing can lead to suboptimal allocation. In the context of irrigation schemes, this can create water scarcity even when there is sufficient water to meet the total requirements. High-frequency data from three irrigation schemes in Mozambique reveal patterns consistent with inefficiency in allocations. A randomized control trial compares two feedback tools: i) general information, charting the water requirements for common crops, and ii) individualized information, comparing water requirements with each farmer's water use in the same season of the previous year. Both types of feedback tools lead to higher reported and observed sufficiency of water relative to recommendations, and nearly eliminate reports of conflicts over water. The experiment fails to detect an additional effect of individualized comparative feedback relative to a general information treatment
