The report describes the results of a four-year effort to study the high voltage dielectric behavior of various materials at cryogenic temperatures. Dissipation factors at 60 Hz were measured for polymer tapes and epoxy samples at 4.2 K, atmospheric pressure. Multi-layer polymer samples in coaxial geometries at temperatures from 7 to 10 K and helium pressures up to 1.5 megapascals were also studied. The measurements were performed at stresses up to 40 MV/m. Since partial discharges were a major source of losses at the higher stresses and their presence was possibly detrimental to the integrity of the insulation, instrumentation was developed and implemented to study these discharges under conditions found in proposed ac superconducting power-transmission lines

A 10-week plan was developed to help disadvantaged adults and college students realize that they can affect their environments if they learn the techniques of setting short-term goals to obtain long-term goals. According to the plan, the student selects a goal (not necessarily an educational goal) that can be reasonably accomplished in 10 weeks. The student develops a succinct goal statement detailing the exact outcomes expected. The next step is to develop a plan. This involves formulating 10 weekly objectives that will result in attainment of the goal. A three-column chart (with the headings "week,""task," and "completion") is constructed to monitor progress toward achieving the goal. Because the point of the planning exercise is to demonstrate to students that they can indeed manage their lives, efforts should be made to reduce the risk of failure by keeping students' goals and plans simple and by selecting goals that are enjoyable to accomplish. For many learners in adult basic education (abe) or General Educational Development (ged) classrooms, the difference between staying with the program and leaving prematurely is often related to the degree of the student's involvement with other members of the class. Grouping students to work together has both support- and learning-related benefits. There are basically five steps in the grouping process--initial contact, the first-night interview, testing, placement, and maintenance. In the initial contact phase, which often involves a phone conversation in which the student explains his or her reasons for wanting to enroll in a class, instructors should already be mentally considering into which group, if any, the student will fit. The first night interview provides valuable grouping information in the form of the student's goals for the course, previous schooling, prior work experience, and personal interests. Informal reading and mathematics tests may be given the first night. Although not absolutely necessary, it is best to keep students with the same ability level together if practical. After the evaluation of the student's ability, personality, and interests is complete and the student has had a chance to become familiar with what others in the class are doing, efforts are made to steer the individual student toward the group to which he or she appears most suited. It is very important that the dynamics of the individual groups within a class be watched closely and continually so that changes may be made when appropriate. (Mn)
