"The central puzzle this thesis has sought to solve is: under what conditions does become politically salient in an authoritarian regime? In order to solve this puzzle, this thesis first established criteria that could be used to evaluate and compare the political salience of corruption across cases. These criteria included the conception of corruption, the attribution of corruption, and the resonance of corruption. It is argued that when corruption is conceptualized as being unjust, when corruption is attributed to the regime or key individuals within the regime, and when grievances about corruption resonate with important actors, the political salience of corruption is high. This thesis subsequently argues that the overall level of corruption cannot account for the political salience of corruption. Indeed, as seen during the Arab Spring, countries such as Tunisia had been shown to have a comparative low level of corruption compared to countries like Morocco; nevertheless, corruption was much less salient in Morocco than it was in Tunisia. Ultimately, this thesis argues that variables that affect 1) how corruption is framed and; 2) how effectively corruption co-opts important actors plays a central role in explaining the political salience of corruption. The explanatory model presented in this thesis shows that the type of corruption and a series of variables that affect how corruption is framed, can account for the political salience of corruption. The year 2000 was the cutoff date for the Department of Defense (DoD) to have paperless processes in place. Since then, advances in computer technology have led to such paperless contracting processes as the DoD-wide Standard Procurement System (SPS), Wide Area Work Flow, and other department-specific major weapon procurement information systems. Although great strides were made by the DoD to implement paperless contracting processes, there still exists substantial room for improvement. Despite the use of all of the paperless system processes, now, seven years beyond the paperless cutoff date, many organizations still use a paper-based filing system. This thesis will explore the policy and benefits of implementing a paperless contracting filing system using a software program such as Adobe Acrobat(trade mark), provide a brief assessment of current Air Force and Navy/Marine contract filing systems, and include a real-world case study of the implementation of a paperless policy change at the Los Angeles Air Force Base (LAAFB)

ABSTRACT: MscL, a large-conductance mechanosensitive channel, is a ubiquitous osmolyte release valve that aids bacteria in surviving abrupt hypo-osmotic shocks. The large scale of its tension-driven opening transition makes it a strong candidate to serve as a transducer in novel stimuli-responsive biomolecular materials. In the previous work, a low-threshold gain-of-function V23T mutant of MscL produced a reliable activation behavior in a droplet interface bilayer (DIB) with applied axial droplet compression. Near the maximal compression, the aqueous droplets deform and the resulting increase in surface area leads to an increase in tension in the water-lipid-oil interface. This increase in tension is the product of the relative change in the droplet surface area and the elastic modulus of the DPhPC lipid monolayer (∼120 mN/m). This paper, presents a study of the physical processes that cause MscL gating in the DIB. Analysis of video during compression and relaxation of the droplets is utilized to estimate the change in the surface area of the droplet and the variation on monolayer surface tension. The monolayer surface tension is proportional to the area change of the droplet normalized to the original surface area. The results demonstrate that the area change in the droplet is negligible at frequencies above 1 Hz, but is approximately 2% at frequencies in the range of 100 mHz. In addition, at low frequencies (∼0.2 Hz) bilayer thinning occurs at maximum compression, proving an increase in bilayer tension. However, this study also shows that gating at frequencies higher than 0.2 Hz could be achieved through the application of high duty cycle oscillation (∼75%). The relative change in monolayer area increases significantly at higher duty cycle oscillations where the compression stroke is much faster than the relaxation stroke
