This thesis provides a detailed comparative documentary analysis of texts written by, or transcripts of interviews involving Indigenous leaders, academics, policy advisers and managers of Indigenous non-government agencies who were engaged in the welfare policy debate before October 2006 - called "spokespeople". This thesis examines 108 documents from 70 spokespeople who are engaged in welfare policy debate, particularly passive welfare dependency and how to move Indigenous people into the Australian market economy through employment or entrepreneurism. The study concludes that although spokespeople agree that passive welfare dependency is a problem, there are many conflicting ideas about how to move people into the market economy. -- Author
