Some theoretical questions are discussed connected with the creation of the airborne thermoviewer working in the SHF-range and intended for determining liquid-drop precipitation zones. During the creation of such an airborne instrument the initial prerequisites are the following: equipment should be small-scale, have high spatial resolution with a broad survey band of the underlying surface. Furthermore, it should possess the sensitivity sufficient for detection of rain above the different forms of underlying surface, be less sensitive to cloudiness not giving precipitation. One additional important condition which this equipment should satisfy consists of ensuring the invariability of the polarization during the reception of intrinsic emission of the underlying surface

A description of the statistical meteorological radar method is given. The full theory of the method is described and it is shown that the radar method can be used to measure wind velocity and the microcharacteristics of precipitation. Formulas are given for use with the radar signal spectrum for determining the mean rate of energy distribution in a turbulent flux, the wind velocity gradient, drop-size distribution, and other parameters. Instruments and observation methods are described. Results are given for observations in clouds of different genera for which the values have been computed. The results of wind observations are described and it is shown that wind direction fluctuations can be separated from wind velocity fluctuations

These methods have been quite fruitful for remote measurement of precipitation intensity as well as for solving problems related to the structure of precipitation etc. However, radar methods can be very useful not only for studying the microstructure of clouds and precipitation, but also for investigating the dynamic processes occurring in the free atmosphere. The present paper is devoted to the development of methods which permit the statistical characteristics of the reflected signal to be related to parameters that characterize the dynamic state of the atmosphere. This article treats the development of a statistical radar method. It contains the entire theory of the method and indicates the possibilities of radar measurement of the wind speed and the microcharacteristics of precipitation. Mathematical formulas are given for using the spectrum of the radar echo to determine the average rate of power dissipation epsilon in turbulent flow, the wind shear, the hydrometeor size distribution, etc. The observational technique and the apparatus are described. Observational data are presented for clouds of various types whose epsilon-values have been calculated. The paper also states the results of wind observations and indicates the feasibility of separating the directional pulsations of the wind from its velocity pulsations. The article contains the results of radar measurement of hydrometeor size distribution, precipitation intensity, etc. The lines of further develpment of statistical radar methods are noted. (Author)
A New Method for Measuring the Dissipation Rate of Turbulence in Clouds and Precipitation Using a Conventional Radar( Book )

The report considers the possibilities of a radar operating with various sounding pulse lengths for the study of dynamic processes in the atmosphere. It is most expedient to use a radar emitting sounding pulses of different length alternately during a period of frequency iteration. The use of a two-channel selector with frequency selection at each F = b(rep)/2 permits the obtaining of radar signal envelopes and their spectra simultaneously for two pulse lengths. Then changes in the turbulence mode, scatterer-size spectra and mean wind speed will not affect the measurements of Epsilon. This technique will probably allow measurement of the temporal variations of Epsilon. (Author)
