"The EU strives to export its normative acquis to other parts of the world, promoting extraterritorial "Europeanization". Such attempts are particularly evident in the Middle East and North Africa. In order to serve there as a civilian, normative power, the EU should rely on its economic forte and equip itself with legitimacy. However, such legitimacy is lacking, from an Israeli perspective, thereby making it difficult for the EU to position itself as a normative power in this part of the world. The article identifies and analyses concrete measures that can reduce the legitimacy deficit of the EU in the eyes of Israelis, thereby paving the way for its more constructive, normative contribution to the Middle East. Although the analysis is conducted through the prism of EU-Israel relations, some of its findings may be found to be applicable mutatis mutandis to other countries that face normative pressures from the EU."--Editor

"EU-Israeli trade relations appear to be comprehensive and close. Yet these developed relations should not conceal the true colours of European-Israeli socio-political relations, relations that are characterized too often by ignorance, stereotyping, mistrust, and tension. This state of affairs adversely affects the ability of both the European Union (EU) and the State of Israel to fully realize the enormous potential of their relations. This article focuses, in abstracto and in concreto, on the means by which higher educational cooperation can alleviate that state of affairs to a certain extent, analysed through an International Relations (IR) perspective, drawing on the experience gained in intra-Community and inter-Community contexts. This article, however, also places emphasis on the limitations inherent in such cooperation in terms of forging regional, European-Israel affinity, limitations that are derived, inter alia, from the somewhat heterogeneous nature of the European higher education space."--Editor

"The rich literature on the problematic aspects of EU-Israel relations focuses on historical, structural, politico-economic, legal, institutional, geo-political and strategic causes. An attempt will be made in this article to contribute to the existing scholarship by focusing on a novel angle, namely the negative role of the lack of adequate and informed European-Israeli dialogue in constituting European-Israeli relations. Against the backdrop of the theoretical analysis of the role of dialogue in International Relations, this article examines the lack of adequate European-Israeli dialogue, analysing its causes and the negative role that it plays in constituting European-Israeli relations. The article demonstrates that such lack of dialogue is caused not only by mutual ignorance, prejudice, misinformation, mistrust and antagonism, but also causes these same factors to characterise European-Israeli relations."--Editor

"European integration constitutes an ambitious attempt on the part of numerous nations to be integrated peacefully under a separate and superior legal order. Now the EU wishes to export its successful campaign to other parts of the world, promoting extraterritorial "Europeanization". The EU has acted in that regard as a civilian, normative power, relying on soft-power instruments. The achievements of the EU on this front have, however, been modest. This article proposes to analyse this theme by focusing on the EU's legitimacy deficit in the eyes of non-Europeans. An attempt is made to offer an analysis of this cause, presented through an Israeli prism. The negative Israeli narrative regarding the EU, exposed in this article, adversely affects the legitimacy of the EU in Israel, thereby making it very difficult for it to position itself as a normative power. The EU should therefore search for effective instruments that can improve its credibility and legitimacy in the eyes of Israelis."--Editor
