The Select Committee on Establishing an Electoral Boundaries Commission released its report on December 30, 2011. Under the chairmanship of the Honourable Ross Landry, it recommended the Commission's terms of reference along with names of the eight members who would make up the independent Electoral Boundaries Commission. This report presents the Commission's conclusions about adjustments to the province's electoral boundary lines. It is the result of a review of the current circumstances within each of Nova Scotia's electoral constituencies and is in keeping with all of the given terms of reference

On December 30, 2011 the independent Nova Scotia Electoral Boundaries Commission was appointed by the Select Committee on Establishing an Electoral Boundaries Commission. The current review is the third one carried out in the past two decades by independent commissions to ensure that legislative representation keeps pace with population growth and movement. The process has at its core the objective of voter parity, recognizing that there is a wide range of views and interests to consider in achieving effective representation. The obvious challenge for the Commission and, ultimately for legislators, is to accommodate population shifts and trends in the province while being respectful of geography, community history and interests, and Nova Scotia's linguistic and cultural diversity

La présente étude est la troisième étude effectuée au cours des deux dernières décennies par une commission indépendante en vue de s'assurer que les circonscriptions électorales tiennent compte de la croissance démographique et des mouvements de population. L'objectif fondamental du processus est la parité électorale, tout en ayant conscience du fait qu'il y a toutes sortes de points de vue et d'intérêts à prendre en compte afin d'assurer une bonne représentation de la population à l'Assemblée législative. La difficulté évidente pour la commission et, en dernière analyse, pour les législateurs est de tenir compte des changements et des tendances dans la population de la province tout en respectant la géographie, l'histoire et les intérêts des communautés et la diversité linguistique et culturelle de la Nouvelle-Écosse

This report presents findings of a public review of the effects of potential offshore oil & gas exploration & drilling activities in Sydney Bight and southern Gulf of St. Lawrence regions where several companies have proposed to conduct seismic surveys. The review included a series of public meetings and receipt of submissions from interested parties. After an overview of the review process, the report summarizes the companies' exploration proposals, the characteristics of the natural environment & economy of the region, and the companies' assessments of the potential environmental & socio-economic effects of their proposals. The report then reviews the issues that dominated the meetings & submissions: protection of the marine environment, coexistence of seismic exploration with the region's fishing industry, the specific effects of exploration activities, regional development & socio-economic impacts, mitigative measures, issues affecting municipal governments & First Nations, and policy issues. The report concludes with recommendations arising from the review

Originally designed to describe change in school systems, a model for educational improvement is generalized here in terms of university extension. An assumption is made that Extension is also an open system, where an observable improvement process occurs. The model permits an idea to be traced from the point where it enters the system to where it becomes part of the organization's action program. The flow may proceed through the stages of research, development, diffusion, and on to adoption. An essential part of the model is its social change mechanism which includes (in the case of university extension systems) administrators, specialist staff, program participants, and a governing board. An example illustrates the importance of interaction between representatives of these groups if commitment decisions are to be reached about improvements in the system. (Four figures are included.) This model is proposed as an instrument for describing the process of change in school systems. It is a composite of ideas derived from the findings of researchers in the fields of agriculture and education, and from authors' observations of the change process in five Wisconsin school districts. The model describes the flow of the change process in a school system, and allows for the fact that ideas for improvement may either be supplied to, demanded by, or originated within, the school system. It also underscores the importance of interaction among all the major entities (school board members, administrators, teachers, and citizens) within the system if there is to be optimum commitment to decisions for improvement.
