This report examines the 14-year experience of U.S. special operations forces in the Philippines from 2001 through 2014. The objective of this case history is to document and evaluate the activities and effects of special operations capabilities employed to address terrorist threats in Operation Enduring Freedom—Philippines through (1) training and equipping Philippine security forces, (2) providing operational advice and assistance, and (3) conducting civil–military and information operations. The report evaluates the development, execution, and adaptation of the U.S. effort to enable the Philippine government to counter transnational terrorist groups. An average of 500 to 600 U.S. Army, Navy, Air Force, and Marine Corps special operations units were employed continuously under the command of a joint special operations task force. They provided training, advice, and assistance during combat operations to both Philippine special operations units and selected air, ground, and naval conventional units; conducted civil–military and information operations on Basilan, in the Sulu archipelago, and elsewhere in Mindanao; provided intelligence, surveillance, reconnaissance, medical evacuation, and emergency care; aided planning and intelligence fusion at joint operational commands and force development at institutional headquarters; and coordinated their programs closely with the U.S. embassy country team. The authors conclude that Operation Enduring Freedom—Philippines contributed to the successful degradation of transnational terrorist threats in the Philippines and the improvement of its security forces, particularly special operations units. It identifies contributing and limiting factors, which could be relevant to the planning and implementation of future such efforts

Like the U.S. Air Force, many U.S. allies work with partner countries on security matters, sometimes even with the same partners, but on a smaller scale. But how, where, and why do these allies engage the same countries? Would working together in particular areas be worthwhile or viable and can specific lessons be learned from their experiences, for example, in the areas of planning, resourcing and assessments? This report explores these questions by examining both the positive aspects and the challenges of the security cooperation approaches of three U.S. allies, Australia, France, and the United Kingdom. These three capable allies are experienced in working with civilian counterparts and benefit from higher-level departmental guidance. They generally do so with relatively small budgets, leading them to learn to economize, pool resources, and take advantage of joint and interagency planning. These strategies can inform current U.S. thinking on security cooperation. They also suggest venues for further collaboration between allies, particularly in the three key areas of staff talks, exercises, and training followed by exercises --

The proliferation of weapons of mass destruction (WMD) becomes a greater threat when accompanied by the proliferation of effective means of delivery. As proliferator nations acquire ballistic missiles for this purpose, it will be important to establish effective measures to counter WMD attacks. But the benefits will be lost or reduced if proliferators can acquire effective countermeasures against missile defenses. Such countermeasures, when incorporated in an attacker{u2019}s missile, are known as penetration aids, or penaids. This research was designed to assist U.S. agencies charged with generating policies to discourage the proliferation of WMD and ballistic missile delivery systems, thereby strengthening deterrence. Specifically, it recommends controls on potential exports of penaid-related items according to the structure of the current international policy against the proliferation of missiles capable of delivering WMD, the Missile Technology Control Regime. The recommendations account for 19 classes of such items and are based on structured interviews with government and nongovernment experts, as well as an independent technical assessment to develop a preliminary characterization of the technologies and equipment most critical to the emerging penaid threat. The project also brought together a selected group of experts to participate in a workshop to review the initial characterization of penaid technologies and equipment

This monograph analyzes the finances of the militant group al-Qa'ida in Iraq (AQI) in Anbar province during 2005 and 2006, at the peak of the group's power and influence. The authors draw on captured documents that give details on the daily financial transactions of one specific sector within Anbar province and of the financial transactions of the AQI provincial administration. Some of their conclusions are: AQI was a hierarchical organization with decentralized decisionmaking; AQI in Anbar was profitable enough to send substantial revenues out of the province in 2006; AQI relied on extortion, theft, and black market sales to fund its operations in Anbar; AQI needed large, regular revenue sources to fund its operations, but its administrative leaders did not hold much cash on hand. The authors' interpretation of data on compensation practices and participants' risk of death indicates that AQI members were poorly compensated and suggests that they were not motivated primarily by money to join the group. The authors also find that mounting attacks required organizational expenditures well beyond the cost of materiel used in attacks. One major conclusion is that disrupting AQI's financial flows could disrupt the pace of their attacks

This report compares and contrasts three methods of providing housing assistance to low-income renters: the public housing program, which actually constructs housing for eligible tenants; the housing allowance program, which supplements the income of eligible tenants on condition that they live in housing that meets minimum standards; and unrestricted cash grants, which unconditionally supplement the income of eligible tenants. The evaluation finds that if the alternative programs serve the same population, impose the same housing standards, and provide the same total subsidy to participants, the allowance program will perform unambiguously better than public housing and conditionally better than cash grants

Transforming systems for parental depression and early childhood developmental delays : findings and lessons learned from the Helping Families Raise Healthy Children initiative by Dana Schultz( Book )

Many families experience the often co-occurring challenges of parental depression and early childhood developmental delays. The Helping Families Raise Healthy Children initiative, implemented in Allegheny County, Pennsylvania, addressed these challenges by mobilizing and aligning the early intervention and behavioral health systems. The initiative focused on three components of service delivery: (1) screening and identification of families at risk for parental depression, (2) referrals for those identified as being at risk, and (3) engagement in relationship-based services provided by both the early intervention and behavioral health systems that addressed the needs of parents and young children in a parent-child relationship context. More than 4,000 caregivers (primarily mothers) received formal screening for depression through the initiative, representing a screening rate of 63 percent. In addition to formal screening, some self-identified or were identified by community partners as being at risk for depression. In total, nearly 700 caregivers at risk for depression were identified. Among these, the referral rate was 62 percent; 71 percent of those referred engaged in services. These high rates of referral and engagement likely reflect several important components of the initiative that were designed to reduce barriers to obtaining services, including the provision of mobile services, an emphasis on the parent-child relationship in both early intervention and behavioral health settings, and improvement of cross-system communication and collaboration. The Helping Families Raise Healthy Children initiative demonstrates the potential gains associated with improved cross-system care, and could serve as a model for similar initiatives in a variety of domains
