Cities in the United States are undergoing major transformations, enabled by large-scale focussed reinvestment strategies and effective delivery vehicles. This report describes in some detail what selected US cities are doing in this regard, how they are financing urban transformation, and the implications of these developments for Toronto. Urban reinvestment programs in US cities are compared to those in Toronto and the United Kingdom. The importance of cities in Canada, and Toronto in particular, for the Canadian economy is noted, with reference to the dependence on exports to the US and the need to invest intelligently in infrastructure in order to face US competition. This is followed by a review of the current state of capital financing & urban investment planning in Toronto. The final section assesses three strategic options for responding to the challenge of infrastructure financing in the Greater Toronto Area, with a focus on becoming financially self-sufficient and generating the capital requirements for new investment to enable Toronto to maintain & enhance its status as a competitive global city. Appendices include data on investment in selected US cities, US urban regeneration delivery authorities & partnerships, and local capital funding programs in the US and UK

The station is proposed immediately south of Front Street West, between Bathurst Street and Spadina Avenue in the North Bathurst Yard. The station is conceived as a single island platform with two pedestrian tunnels providing access to the platform from Front Street West, with the potential for a third connection from the existing Puente de Luz pedestrian bridge.
