"Does the democratic nation state remain a legitimate regime form in the current age of globalization? Sceptical assessments of the nation state's legitimacy and outright crisis diagnoses prevail in the academic literature, especially in the contributions of public-opinion researchers. Democracy's Deep Roots uses a novel, text-analytical approach to probe this topical question. Drawing on a comparative study of legitimation discourses in the quality press of four Western democracies (Switzerland, Germany, Britain and the United States), it shows that the levels and democratic foundations of public support for the nation state and its core institutions are surprisingly robust. There is little evidence for the fully-fledged erosion of legitimacy or for a transformation of its foundations in the public spheres of Western democracies. The book also identifies a number of discursive mechanisms that explain this finding and suggests an analytical framework for future research into the communicative dimension of legitimation processes."--Jacket

Comparing governance of international organisations the EU, the OECD and educational policy( Book )

How do international organisations (IOs) influence domestic policymaking? In the field of educational policy, IOs increasingly play an important role in shaping national debates and policies. Comparative studies as conducted by the OECD, for example, reveal strengths and weaknesses of individual educational systems and raise questions of "best practice". International initiatives such as the EU's Bologna Process even compel national policy makers to restructure their systems in such a way that students and staff will be able to move with more ease between systems and receive fair recognition of their qualifications in the near future. The aim of this study is to explore the forms of governance through which international organisations exercise influence on national policymaking. For this purpose, the EU and the OECD serve as case studies since these two organisations have recently been particularly active players in educational policy. Drawing on institutionalist approaches, an analytic grid will be designed in this study for systematically investigating the forms of governance as exercised by international organisations. The findings show that IOs have the most capacities to form and guide national policymaking through their distinctive ability to co-ordinate initiatives and to shape the ideas in a policy field, such as education. -- OECD ; EU ; Educational Policy ; International Organisation ; Governance

The influence of the state on human lives is more comprehensive and sustained than that of any other organizational construct. It steers the economy, fights crime, provides education, sustains democracy, enters wars, guarantees social welfare, collects taxes, and deploys some forty percent of the gross national product. Transformations of the state? defines the multi-faceted modern state in four intersecting dimensions: resources, or control of the use of force and revenues; law, or jurisdiction and the courts; legitimacy, or the acceptance of political rule by the populace; and welfare, or the facilitation of economic growth and social equality. The twentieth-century nation-state blended those dimensions and turned the post-WWII era into the golden age of the state. What has become of that state and its functions and what is its future? Political scientists, lawyers, economists and sociologists have examined a sample of OECD nation-states in the search for answers to these questions

There is a huge body of literature in the social sciences that deals with the privatization of public enterprises in developed OECD countries after World War II. In the first part of this article, we present and critically examine empirical findings of comparative inquiries on the factors influencing cross-national differences in privatization efforts across the OECD world. Although these empirical studies provide valuable and interesting evidence, it turns out that these studies are incomplete insofar, as they mostly focus just on one dimension of privatization: the monetary or 'material' aspect typically measured with privatization proceeds raised by governments. Against this background, in the second part of this paper we point out that there are also formal privatization (i.e., 'privatizing' the legal form of a public enterprise) and functional privatization (i.e., contracting out public service production). Moreover it is emphasized that privatization does not automatically imply a retreat of the state from entrepreneurial activities. From there we plead for taking into account the development of regulatory policies and public subsidies to private enterprises over time as well, in order to get a more comprehensive picture of the development of the entrepreneurial state in the OECD world. Therefore, for each of these dimensions of entrepreneurial activity the current 'state of the art' regarding theory and empirics is surveyed and enriched by own empirical data

Das Ziel des Artikels ist es, basierend auf qualitativer Forschung in Dänemark, Deutschland, Frankreich, Großbritannien, Österreich und Polen die "Sicht" der Bürgerinnen und Bürger auf die in der europäischen Öffentlichkeit kommunizierte EU-Finanzkrise zu rekonstruieren. Bezug nehmend auf dieses Ziel argumentieren wir wie folgt: Nach einer allgemeinen Einleitung in das Forschungsfeld legen wir unseren theoretischen Ansatz zur Rolle der Bürgerinnen und Bürger im Prozess der kommunikativen Konstruktion einer europäischen Öffentlichkeit dar. Hierauf folgend wird der empirische Ansatz unserer Forschung vorgestellt, die qualitative Interviews, habstandardisierte Befragung, qualitative Netzwerkforschung und Medientagebücher trianguliert. Im Anschluss werden die von uns herausgearbeiteten Konstruktionen der "EU Finanzkrise" dargelegt. Auf der einen Seite bemühen sich die Interviewten, die Krise zu "verstehen", wobei Ratlosigkeit, Sorgen und Spekulationen dominieren. Auf der anderen Seite entwickeln die Bürgerinnen und Bürger ihre eigene Sicht darauf, wie die Krise zu "überwinden" ist. Hierbei fallen unterschiedliche Vorstellungen von nationalen Wegen, europäischen Wegen und dem Neuverhandeln der europäischen Zusammenarbeit auf. Basierend auf dieser Analyse ziehen wir am Ende des Beitrags ein allgemeines Fazit im Hinblick auf die Frage, inwieweit die "EU Finanzkrise" ein Problem für die EU und deren Öffentlichkeit darstellt

The state is one of the major institutions in modern industrial societies which have an enduring influence on societal development. Since the latter part of the 20th century developments have pointed to a far-reaching transformation of the modern nation state in the OECD world (Organisation for Economic Co-Operation and Development) which may be of long-term social and political significance. Nevertheless, attempts to describe and analyze this process and its causes and effects systematically and comprehensively are few and far between. A systematical-empirical data collection of current transformation processes of modern statehood with the following questions are in the center of our research: Is the modern state subject to a generally observable or even uniform trend of change in the core countries of the OECD world in the second half of the last century? Where do the corresponding pressures for change come from? Do these processes of change have a transformative effect?

International comparative studies of student achievement like the Programme for International Student Assessment (PISA) of the Organisation for Economic Cooperation and Development (OECD), Trends in International Mathematics and Science Study (TIMSS) or the Progress in International Reading Literacy Study (PIRLS) demonstrate the strengths and weaknesses of participating countries' education systems. These comparative studies aim to create a measurement for the performance of education systems. Thus, they allow for the quantification and comparison of educational approaches in different countries, regions and types of schools or even individual schools. The present contribution argues for an interdisciplinary perspective on changes of education production induced by PISA and similar studies in order to analyze convergence processes and potential interdependencies in the educational sector. As will be shown, the particular disciplines will, due to their specialized foci, study the various aspects of the research topic in question. After having dealt with PISA and its ramifications for about ten years primarily from a single disciplinary viewpoint it has become necessary to conduct research on a more comprehensive level. Thus an interdisciplinary approach in studying PISA induced changes in education organization and production is essential. If different social-scientific perspectives are integrated, such meta-perspective on the transition processes promises to produce enhanced and deepened knowledge in the relevant research topic. This particular approach helps to reconstruct nexuses and interdependencies of processes fostering convergences in the educational field. Consequently an interdisciplinary assessment can uncover the impact of international comparative school performance studies in the field of education more comprehensively than an isolated disciplinary perspective
