Preparing for the worst : are Russian and NATO military exercises making war in Europe more likely? by Thomas Frear( )

1 edition published in 2015 in English and held by 23 WorldCat member libraries worldwide

Both NATO and Russia are keen to emphasise that their exercises are defensive in nature. This may well be true. Nevertheless, the worsening political relationship between NATO and Russia now appears to be bringing with it an action-reaction cycle in terms of military exercises. In our view, the implementation of four recommendations could help to defuse or at least minimise the tensions connected with the increased frequency and scale of the military exercises now taking place
Dangerous brinkmanship : close military encounters between Russia and the West in 2014 by Thomas Frear( )

1 edition published in 2014 in English and held by 22 WorldCat member libraries worldwide

Since the Russian annexation of Crimea, the intensity and gravity of incidents involving Russian and Western militaries and security agencies has visibly increased. This ELN Policy Brief provides details of almost 40 specific incidents that have occurred over the last eight months. These events add up to a highly disturbing picture of violations of national airspace, emergency scrambles, narrowly avoided mid-air collisions, close encounters at sea, simulated attack runs and other dangerous actions happening on a regular basis over a very wide geographical area. Apart from routine or near-routine encounters, the Brief identifies 11 serious incidents of a more aggressive or unusually provocative nature, bringing a higher level risk of escalation. These include harassment of reconnaissance planes, close overflights over warships, and Russian 'mock bombing raid' missions. It also singles out 3 high risk incidents which in our view carried a high probability of causing casualties or a direct military confrontation: a narrowly avoided collision between a civilian airliner and Russian surveillance plane, abduction of an Estonian intelligence officer, and a large-scale Swedish 'submarine hunt'. Even though direct military confrontation has been avoided so far, the mix of more aggressive Russian posturing and the readiness of Western forces to show resolve increases the risk of unintended escalation and the danger of losing control over events

Towards a new equilibrium : minimizing the risks of NATO and Russia's new military postures by Lukasz Kulesa( )

1 edition published in 2016 in English and held by 2 WorldCat member libraries worldwide

The ELN report describes how, in the coming months and years, new points of contention between Russia and NATO are likely to emerge over specific decisions on deployments and exercises. If unchecked, this action-reaction dynamic could lead to further deterioration of the security situation. There would also be a higher risk of unintended escalation following an incident involving the armed forces of NATO countries and Russia. As an alternative to the prolongation of tensions, the report suggests establishing a new set of practical ‘rules of the game’ for managing the NATO-Russia confrontation at lower political and financial costs and with reduced chances of military escalation

Konsekwencje wycofania Polskiego Kontyngentu Wojskowego z Iraku dla polskiej polityki zagranicznej( )

2 editions published in 2008 in Polish and held by 1 WorldCat member library worldwide

"Wycofanie polskiego kontyngentu powinno odbyć się w taki sposób, aby nie spowodować destabilizacji sytuacji w polskim rejonie odpowiedzialności. Następstwa polityczne i znaczenie wycofania wojsk będą zależały od kilku czynników: międzynarodowej pozycji Polski oraz wcześniejszej roli w koalicji, a także okoliczności, powodów i sposobu wprowadzenia w życie decyzji o ewakuacji."--Wydawca
