“Flash floods” occurring on the loamy plateaux of the Paris Basin, in the north of France, are the most original and dangerous form of floods encountered in this area because of their torrential nature. The human impact on these events is indisputable as they usually originate in agricultural ploughed areas. The increasing urbanization as well as the road network located in the thalweg of the valleys leads to faster water flows and a higher vulnerability of societies. To better assess occurrence of these events, watersheds have been located thanks to the French CatNat data base. The morphological organization of the watershed between forms, slopes and drainage networks, plays a key role on the “flash floods” dynamics and on the water flow concentration along pathways. Therefore, the traditional quantitative methods usually describe separately each morphological component (index of compacity of Gravelius, Horton ratio ordination, longitudinal profile section, hypsometric curve, etc), and none of them enables to estimate, in a synthetic and dynamic ways, the influence of the spatial organization of those three morphological component. Based on the complex systems theory, it is now possible to measure the 3D organization of the catchment area. The methodological implications of this work are very relevant as the tools involved were not currently used by geomorphologists or hydrologists at the beginning of this research. The results obtained and the validity of these spatial analysis methods will have to be discussed at the end of this work, progressively integrating other variables in simulations. All these results encourage maps of sensibility in these areas

Surface runoff is the source of severe hazards such as floods, erosion or mudflows. Railways can disturb natural surface water flow path, which can generate accelerated deterioration of the infrastructure, or the destruction of railway elements, such as the roadbed or the embankments. The IRIP method 'Indicator of Intense Pluvial Runoff' (French acronym) allows mapping surface runoff through three maps, generation, transfer and accumulation. The IRIP method aims to be simple and reliable, in order to be used on all types of lands, without calibration stage. As for others surface runoff models, the IRIP method evaluation faces the lack of data. However, evaluation is a crucial stage for the development of models. In the perspective of an operational use, or simply for the model development, it is essential to estimate the value and the reliability of the model outputs. The thesis objective is to provide an evaluation method using surface runoff impacts on railways. Difficulties lie in the fact that data to be compared differ in terms of form and content. Moreover, the infrastructure vulnerability must be characterized. The proposed evaluation method is based on the computation of contingency tables and of verification indicators, together with detailed analysis of specific impacts. After an estimation of the IRIP method performance, further developments can be tested and evaluated thanks to the proposed evaluation method. Finally, maps comprehensibility is enhanced, while preserving satisfying performance scores. By applying the IRIP method to operational contexts, it has been shown how the IRIP method can be used as a tool in expert appraisals. Different tasks of the risk management process have been studied such as risk analysis on railways, post-event investigation or the realisation of regulatory zonings. More generally, this thesis contributes to improve knowledge about surface runoff and provide methods for improving the risk management

Although much is expected of them, inhabitants, referred to as “citizens” in technocratic programs, are still abstract “entities” with oft underestimated psychosocial underpinnings. Nonetheless, adopting the appropriate behaviours in the case of an event is related to a balance between actionable individual resources and the institutional measures individuals are able to take. As such, this thesis aims to measure inhabitants' capacities with more finesse, namely by mobilising territorialised social innovation with regard to a specific risk: flash floods in south-east France. To this effect, an interdisciplinary survey was conducted (geography of risks, environmental psychology and social design) by associating empirical and experimental data. A series of interviews (36 managers, 4 river unions, 29 victims) and questionnaires (689) provided better understanding of their respective visions of risk management. Managers were lucid but powerless in the face of multiple flaws in public policy, whereas inhabitants displayed a large gap between their behavioural intentions and their risk-related knowledge. These results led us to conduct a creative workshop in Sauve (Gard, France) that confirmed the potential collective action from the start can have in terms of appropriation by inhabitants. The conclusions drawn from this work led us to question the reality of inhabitants' involvement and to identify ways to encourage evolution of the state-centred approaches that are still preferred today, despite the progressive decline of the welfare state, which adds another degree of complexity

Les phénomènes extrêmes associés au changement climatique sont devenus un sujet de recherche majeur, à cause notamment du coût des dégâts (économiques, humains, sociaux et environnementaux), qui ont un impact négatif sur les PIB et dont les pays les plus pauvres ont le plus à souffrir. De manière plus localisée, la ville de Praia, capitale du Cap-Vert, est confrontée à différentes catastrophes et en particulier aux crues rapides, des aléas qui se manifestent entre juillet et août, suite à des pluies intenses, et qui ont tendance à s'intensifier. Ces inondations, aggravées par la conquête d'espaces urbanisés dans des zones à risque,notamment les fonds de vallées et des secteurs à forte pente, augmentent le niveau d'exposition des riverains. Ces derniers sont aussi vulnérables car certains habitent dans des habitats précaires clandestins. Face à un tel constat, cette recherche propose de créer et de déployer un prototype de Système d'Information Foncière cadastrale, à référence spatiale,pour proposer des indices de risque du bâti face aux crues rapides et pour accroître les connaissances de l'administration foncière. Le système se structure autour de deux aspects:une composante « gisweb mobile », qui permet la collecte électronique de données depuis le terrain, favorisant ainsi la participation des ménages dans le processus d'évaluation de leur risque et leur propre vulnérabilité, tout en permettant la collecte in situ ; une composante« station de travail » (workstation), permettant le traitement et la diffusion d'informations sur les risques tout en envisageant la gestion du risque à l'échelle de la ville. Pour ce faire, les langages html, JavaScript et CSS et les technologies open source (Google API,PostgreSQL/PostGIS, le langage PHP, OpenLayers 3, logiciel QGIS, Geoserver) ont été utilisées,pour rendre l'outil à la fois transposable et opérationnel. On a pu constater d'après l'échantillon enquêté que le niveau de risque des logements face aux crues rapides est important (33%), et il s'explique essentiellement par la vulnérabilité géographique et environnementale des constructions associée à la précarité socioéconomique des foyers
