The OCLC Research WorldCat Identities project is ending. The work provided valuable insight into how to mine bibliographic data for insight into the People and Organizations that create and serve as subjects library materials. The findings demonstrated the power of data mining over the world’s largest set of bibliographic metadata and highlighted the value of collaborative collective cataloging. The WorldCat Identities data has positively impacted OCLC’s work to build the WorldCat Entities application and the 150 million Person and Work descriptions accessible through it. This work will continue to build our entity ecosystem to support the future knowledge work of librarians.

The WorldCat Identities web application will be retired and shut down in the coming months and the data is no longer being updated. The most recent version of the data is from July of 2022. Political Economy of Voluntary Approaches A Lesson from Environmental Policies in Japan by Toshi H Arimura( )

In this paper, we attempt to identify the reasons behind the differences in environmental policy between Japan and other developed countries, particularly the US. Japan's environmental policy is unique in that voluntary approaches have been taken to reduce total emissions. This strategy is quite different from the traditional approach of heavy-handed regulation. In Japan, voluntary approaches are conducted through negotiations with polluters. The idea behind this type of voluntary approaches is that the government can induce polluters to abate emissions voluntarily by using light-handed regulations and the threat of heavy-handed regulations. The light-handed regulation is quite effective especially when it is costly to introduce heavy-handed regulations, although the negotiations are difficult to conduct when the number of stakeholders is large. To strengthen our analysis, we provide some examples of Japanese environmental policies which are successful and the ones that are not
Underestimation of inefficiency in social efficiency benchmarking with non-parametric methods of production technology identification : a note( )

In the conventional social productive efficiency measurement, a DEA-based non-parametric method is typically employed to identify the piece-wise-linear production possibility frontier. Applying the directional distance-function approach a-la Luenberger (1992) to the production possibility frontier obtained in this fashion can, however, lead to an underestimation of inefficiency for a DMU with relatively large undesirable outputs. This underestimation becomes more acute if the sample size is small or data are clustered. This paper reveals the mechanism behind this underestimation bias, and then quantifies the degree of underestimation using nine-year panel data of rail and aviation sectors in Japan. Through a comparative analysis between parametric and non-parametric methods, we find, among others, that the underestimation of the aviation sector's productive inefficiency is as large as 80%, which the non-parametric method failed to detect

Although there are many studies on the environmental Kuznets curve, very few of them address municipal solid waste cases, and there is still controversy concerning the validity of the waste Kuznets curve hypothesis. In this paper, we provide empirical evidence for the waste Kuznets curve hypothesis by applying spatial econometrics methods to municipal-level data in Japan. To our knowledge, this is the first study that finds valid evidence for the waste Kuznets curve hypothesis in the absolute decoupling manner. The successful result owes in part to our highly disaggregated data and also to the use of a spatial econometric model that takes into account the mimicking behavior among neighboring municipalities. The former indicates that distinguishing between household and business waste is the key to revealing the wasteincome relationship, while the latter implies the importance of peer effects when municipal governments formulate waste-reduction policies

Abstract : The present study estimates the causal effect of a process of political change, namely, a recent constitutional referendum, on economic growth in Myanmar. To analyze the impact of this process, this study compares the trajectories of actual and counterfactual GDP per capita after the referendum using the synthetic control method. We calculate the counterfactual GDP per capita using country-level panel data from 2002 to 2013, with Myanmar as the treated country and a set of developing countries in East and South Asia, the Pacific and sub-Saharan Africa as the control group. The results of the synthetic analysis suggest that the recent process of political change in Myanmar had a positive and significant effect on GDP per capita but not on per capita foreign direct investment or trade

Correlation Between Spinal Cord Function Assessed by Intraoperative SCEPs and Morphology of the Compressed Spinal Cord on MRI( )

Abstract : Study Design: Retrospective study. Objectives: The objective of this study was to examine whether the morphology of the compressed spinal cord reflects spinal cord dysfunction in cervical spondylotic myelopathy (CSM). Summary of Background: Segmental levels responsible for clinical symptoms in CSM are usually diagnosed by neurological examination and imaging studies such as magnetic resonance imaging (MRI). Electrophysiological examination makes it possible to assess the spinal cord function quantitatively. There are few detailed studies about correlation between intraoperative spinal cord-evoked potentials (following SCEPs) and preoperative MRI. Materials and Methods: A total of 25 CSM cases diagnosed with single intervertebral dysfunction based on preoperative neurological findings and intraoperative SCEPs were included. We recorded 3 different SCEPs and divided the cases into 2 groups: the transverse type (T-type) (n=18) that had abnormalities in all SCEPs; and the upper limbs sensory (abnormal only for MN-SCEPs) and posterolateral (abnormalities in the MN-SCEPs and Tc-SCEPs) type (US-PL-type) (n=7) that had abnormalities other than SCEPs following thoracic spinal cord stimulation. Morphometry was performed on MRI T1-weighed axial images. Clinical preoperative impairment was evaluated using the Japanese Orthopedic Association score. Results: The average Japanese Orthopedic Association score of T-type cases was 8.1 points and that of US-PL-type cases was 10.5. There were no severe cases with <7 points in the US-PL-type group, but there were 9 cases in the T-type group. By morphometric comparison, both the central and the 1/4-lateral compression ratio were significantly lower in the T-type cases. Conclusions: Spinal cord morphology, as observed on MRI in patients with CSM reflected spinal cord dysfunction to some extent and could become the index for functional diagnosis, but it is necessary to consider a dynamic factor

Impact of High-Speed Rail Network Development on Airports Evidence from China and Japan by Shuli Liu( )

We explore the impacts of high-speed rail (HSR) developments on airport-level traffic by considering not only the availability of air-HSR intermodal linkage between the airport and HSR station but also the position of the airport's city in the HSR network. The latter is measured by both the degree centrality (to reflect connectivity) and the harmonic centrality (to reflect accessibility). Using a sample of 46 airports in China and a sample of 16 airports in Japan over the period of 2007-2015, we conduct regression analysis and compare the effects of HSR network development on airports in these two Northeast Asian countries. We find that as HSR connectivity or accessibility increases, there is, on average, a decline in airports' domestic and total traffic in China but little change in Japan. Meanwhile, we observe a strong traffic feeding effect of HSR: that is, hub airports may experience a total traffic increase, and the magnitude is larger when air-HSR intermodal linkage is available. On the other hand, non-hub airports without air-HSR linkage experience the most traffic reduction in China, but they experience little total traffic change in Japan. Our analysis also reveals some differentiated impacts of HSR connectivity and accessibility, especially in China

Metastatic esophageal cancer presenting as shock by injury of vagus nerve mimicking baroreceptor reflex( )

Abstract: Rationale: Neurogenic shock is generally typified by spinal injury due to bone metastases in cancer patients, but continuous disturbance of the vagus nerve controlling the aortic arch baroreceptor can cause shock by a reflex response through the medulla oblongata. Patient concerns: A 43-year-old woman with dysphagia presented to our hospital. Computed tomography showed a primary tumor adjacent to and surrounding half the circumference of the descending aorta, and multiple cervical lymph node metastases, including a 55 × 35-mm lymph node overlapping the root of the left vagus nerve. Squamous esophageal cancer (T4bN3M1, stage IV) was diagnosed. Whereas shock status initially appeared soon after left cervical pain, suggesting pain-induced neutrally-mediated syncope, sustained bradycardia and hypotension occurred even after alleviation of pain by opioids. Diagnosis: Disturbance of the left vagus nerve associated with the aortic arch baroreceptor by a large left cervical lymph node metastasis was considered as the cause of shock, pathologically mimicking the baroreceptor reflex. Interventions: Systemic steroid administration was performed, and radiotherapy for both the primary site and lymph node metastasis was started 2 days after initiating steroid treatment. Outcomes: Four days after initiating steroid administration, hypotension and bradycardia were improved and stable. Lessons: Disturbance of the vagus nerve controlling the aortic arch baroreceptor should be kept in mind as a potential cause of neurogenic shock in cancer patients, through a pathological reflex mimicking the baroreceptor reflex
