The first national park, Yellowstone, was created in 1872 in the United States. Canada was inspired by this model, before turning away from it. These two countries have many things in common: the wilderness, the conquest and control of territory, the creation of parks as strong markers of identity... A comparison of co-border parks between the US and Canada underlines their mutual contributions. Considering these facts, a real dynamic of cooperation should be observed: similar park zonings and management policies, a similar approach of local populations and very few conflicts on each side of the longest undefended borderline in the world. However, our study, based on interviews with both employees and inholders as well as on analysis of official documents, reveals divergences between these co-border parks. The wilderness and the international borderline are perceived differently. The reality of transboundary cooperation does not correspond to the official discourse. Numerous internal boundaries are fragmenting the parks and are thus affecting their capacity for cooperation. These limits reveal the importance of local populations, non-natives and natives, as well as associations that are considered unequally by park managers. The American parks inholdings lead to significant conflicts between the inholders and the National Park Service. In Canada, private property having been banned, internal tensions are more limited. Through a common will to protect wilderness, co-border parks show an unequal cooperation and internal fragmentations which outline border regions, giving another dimension to the international border. From an identical model, Canada and the United States are becoming differentiated in the matters of management, cooperation and the implication of the local populations. The US no longer being a unique model in the matter of parks, Canada may be rising as an alternative model

This thesis is dedicated to new ways of developing urban territory through contemporary practices of participation based on the peculiar identity of Berlin. This phenomenon is a method of urban planning in which participation meets standardization to achieve a third means of conceiving collective-housing. In a city considered a laboratory of emptiness, these projects, which spread sporadically throughout an urban wasteland, are subsantially different from what we are used to seeing in the context of eco-neighborhoods. If the experiments model themselves upon a participative filiation, they provoke ambivalent reception because they embrace a long tradition of low percentage of property ownership in a city that is quickly and constantly being reconfigured. The examination of morphology, typology and architectural system of Baugruppen in Berlin highlights two major tendencies. First, they contribute to the marketing of housing, exploiting the notion of Baugruppe as a label and responding to a production of mass customization in an emerging global-city. Second, the creation of specific standards, as architecural dérive lead to collisions between users and space. Through the radicalization of the construction and the rationalization of participation, Baugruppen experiences open a new role for the architects. Performing an architecture of process and seeking optimization in a non-hierarchical system, these projects suggest a horizontal scenario. They offer a new version of socialization in housing development by generating micro-communities and planning an appropriation of space in open-buildings structure for the management of shared scene and the flexibility of living space

The growth of human activities causes significant emissions of gaseous and particulate species in the atmosphere. Greenhouse gases contribute to increase the average global temperature, it's called anthropogenic forcing. This temperature increase modifies the various components of the Earth's climate system. In this thesis, the atmosphere is our topic of interest. The objective of this thesis is to answer two questions on a multidisciplinary basis: (1) can anthropogenic radiative forcing influences atmospheric circulation and more specifically, its variability? (2) And can it affects the spatial distribution of pollutants? This work is based on the comparison of two periods: one from 1960 to 1989 representing the climate without scenarios forcing; the other from 2070 to 2099 considering different scenarios of anthropogenic forcing. The first step is to characterize the atmospheric circulation variability, in wintertime, from the 500 hPa geopotential height at North Atlantic and European scale. The main structures of variability we studied are the so-called modes of variability and weather regimes. In our study, the scenarios do not change their structure in space but rather their frequency of occurrence and mean residence time. The second step concerns modeling of air quality over the French Northern region. Analysis of simulations reveals that actual and future concentrations of particulate matter and nitrogen dioxide increase, but no direct correlation between changes of variability modes and spatial distribution of pollutants is detected

La question des sites et sols pollués est de plus en plus prégnante dans les opérations de renouvellement urbain en France. Cette préoccupation nouvelle est liée étroitement à la montée en puissance des politiques de lutte contre l'étalement urbain qui promeut le recyclage foncier des friches urbaines, dont les anciens sites industriels. La régénération urbaine des friches industrielles polluées a des conséquences techniques, financières, sociales et juridiques, particulières sur la conception, la réalisation et la vie d'un projet. Les contraintes résultant de la pollution des sols pour les acteurs de l'aménagement et les futurs usagers dépendent du degré de pollution du site et de l'articulation de la définition du projet d'aménagement avec les choix de gestion et de traitement de la pollution. Les acteurs de l'aménagement sont en recherche de méthodes et d'outils leur permettant de prendre en compte le mieux possible cette contrainte qu'ils connaissent peu et à laquelle il ne sont pas formés. Cet exercice est difficile, car s'il existe une politique nationale des sites et sols pollués en France, celle-ci n'est encadrée par aucun texte légal ou réglementaire. En outre, cette expertise rare est encore très attachée au domaine de la gestion environnementale des industries polluantes. Ainsi, les solutions de gestion et de traitement proposées aux aménageurs et aux constructeurs auront un impact direct sur le projet dont ils peuvent ignorer les effets. Dans le contexte de la mise en cause d'un modèle de développement territorial exogène, l'innovation sociale territoriale est un sujet qui attire l'attention tant des chercheurs que des professionnels du développement territorial. Selon nous, l'innovation sociale territoriale renvoie à la transformation de la gouvernance territoriale en faveur de la capacitation des initiatives citoyennes. Si l'innovation sociale territoriale se produit le plus souvent de manière spontanée, le débat central aujourd'hui est de modéliser ses processus et d'établir une méthodologie de transformation territoriale afin de pouvoir produire cette innovation de manière proactive. Notre thèse réalisée en contrat CIFRE au sein du cabinet de conseil Le Cinquième Pôle, s'inscrit dans ces réflexions autour de la production des stratégies et des outils d'innovation sociale territoriale. La thèse se focalise sur deux éléments : d'une part l'analyse des processus de l'innovation sociale territoriale et d'autre part l'évaluation du potentiel du web social pour favoriser la dynamique de transformation. Après avoir identifié que l'action collective entre acteurs locaux est un levier prépondérant de l'innovation sociale territoriale, nous avons analysé le rôle du web social dans l'émergence de communautés locales de porteurs d'initiatives citoyennes à l'aide de deux études de cas : le collectif Catalyst à Lille et le service numérique de la Ville de Brest. De nombreux apports du web social ont été révélés : maintien des liens faibles, partage des ressources, sensibilisation et éducation des acteurs, co-création des connaissances etc. Néanmoins, persistent les défis que sont la difficulté d'appropriation des outils numériques ainsi que le manque de culture ou habitudes de collaboration

The economic crises of recent decades have resulted in the appearance across the country of numerous brownfield sites. In order to remain resilient, and with a view to urban regeneration, the country will need to make strategic decisions in terms of the preservation, conversion or destruction of industrial relicts. At the same time, the rise in population, consumption and changing lifestyles require more and more space for urban development. It now appears that priority should be given to the remediation of these disused industrial sites in order to reinvest them with new functions and architectural forms. Still, is it really necessary to destroy everything when doing so means losing so much in terms of the cultural legacy and identity represented by these brownfield sites? To find a solution to this problem, an evaluation grid to identify the disused industrial sites of high legacy value has been created using the concept of territorial resilience. To this end, we have drawn on the notions of heritage and symbolism, and the capacities for resistance and bifurcation. In order to confirm and support our research hypotheses, a number of post-industrial areas that have benefited from major redevelopments were analysed. In addition, a study site has been selected: the Val de Sambre, which has experienced both industrialisation and industrial decline. Numerous current post-industrial remains allow us to experiment with our evaluation grid and assess the disused industrial sites most suitable for redevelopment

The growth of riparian populations generates an increase in vulnerability of our societies to flood. Therefore, a high social demand to prevent and predict these natural disasters must be tacking to protect the population against floods. To achieve this objective, the provision of flood forecasting tools, operational and reliable, is primordial. But the flood forecasting still an exercise far from being evident. Firstly, because the forecast requirements (precision and time anticipation) are becoming more and more higher. And secondly, because the physical flood forecasting tools is limited by the relative knowledge of floods hydro-systems. In this context, this thesis presents the work done to produce rainfall-runoff flood forecasting models based on artificial neural networks (ANN) in the Eure watershed (and two sub-basins) up to a 48 hours horizon forecasting. Firstly, an analysis of the geographical complexity of studied basins will be conducted in order to determine the different factors that influencing the hydrological Eure watershed regime. Then, a methodological process to data statistical analysis, has allowed a synthesis on the hydrological nature of the watersheds studied and brings the elements needed to the definition of the non-linear relations rainfall-runoff. This contribution has allowed the creation of a rainfall-runoff nonlinear model for flood forecasting. ANN model able to perform a reliable forecasting of flood up to a 48 hours horizon forecasting. This process has been tested on three watersheds and the test results show a reliable forecasts as well as an ability of generalization to other hydro-systems
La participation institutionnalisée dans les espaces protégés habités. Les gestionnaires des espaces protégés habités (EPH) impulsent des initiatives participatives de développement soucieuses de protéger les patrimoines naturels et culturels. Cette recherche vérifie si la participation institutionnalisée favorise la transformation des participants en éco-acteurs, auteurs d'initiatives ascendantes (éco-acteurisation), et alimente le développement territorial. Notre enquête a porté sur une analyse croisée de six initiatives de développement local issues de deux EPH. Elle met en évidence leurs fonctionnements et alimente quelques débats. La participation des acteurs locaux et habitants à la création et gestion de ces EPH est unanimement encouragée par le cadre international, les politiques publiques et les gestionnaires des EPH. La mise en œuvre révèle des situations très contrastées et imparfaites. Des marges de progrès subsistent, que ce soit au niveau de la quantité, diversité ou représentativité des acteurs concernés, de l'animation des dispositifs participatifs ou encore de la répartition des pouvoirs. Néanmoins ces initiatives - qui n'existeraient probablement pas sans ces incitations institutionnelles - tentent d'activer et de spécifier des ressources naturelles et/ou culturelles. L'éco-acteurisation est rarement "accomplie" mais souvent partiellement observée. Si ces initiatives ne correspondent pas exactement au concept de développement territorial, elles contribuent à en créer un terreau favorable et engendrent un certains mieux-être pour les acteurs concernés. Un des scénarios à envisager serait de transformer les EPH en des incubateurs à éco-acteurs, et leurs gestionnaires en des partenaires d'initiatives ascendantes

Our study is a one of the possible keys to understanding the various present-day types of sports activities and recreational and cultural sports practiced by the people living in the 3Cités, a working class neighborhood in Poitiers (France). We inquire about the role of the neighborhood as a defining element of identification which reshapes the pratice of sports activities and redevelops public space. Not only sports activities, but also social and cultural activities seem thus to depend both on local policies (involved in the availability of sporting facilities) and on the city and public policies. Taking into account the array of sports and recreational activities serves a socio-anthropological goal which allows us to understand whether and how the redevelopment of a working-class neighborhood (i.e. the urbanization of a peripheral space in a medium-sized city) contributes to the achievement of the political goals of integration, social mixity and cohesion. Also, we wonder whether or not this type of redevelopment may favor the struggle against geographical isolation and social segregation so as to foster equal opportunities for all. To answer these questions we provide a socio-demographical analysis of the population of an area where native-born French citizens share the space with French citizens of foreign origin and foreigners. This analysis allows us to address the two-fold issue of the evolution of the various types of sports activities and of the expectations connected with them. It is equally the opportunity to dicuss the factors impeding access to or leading to a lack of involvement in the pratice of sports activities. Consequently, we focus on the practice of sporting activities by females, since women seem to be less involved in sporting activities, in either institutional or unconventional contexts. We aim to explain how the pratice of sporting activities by females is influenced by the availability of sporting activities and by social factors such as native culture, socioeconomic living conditions ans parents' involvement in the sporting environment

Urban development projects provide an excellent opportunity to design energy and carbon efficient cities since they consider the relationship between a set of urban objects consuming and producing energy. Indeed, urban and architectural levers can be activated during an urban project. In this thesis, we compare three urban large-scale projects led by the City of Paris: Paris Rive Gauche, Clichy-Batignolles and Paris Nord Est. Through a qualitative and comparative approach, we seek to understand actor interactions, to highlight the spatio-temporal logics and identify the design parameters used to ensure energy quality. Our analysis is based on semi-structured interviews with the actors of these three urban projects, and all the technical documents we could access. After describing how energy issues have been taken into account in each of the three projects, we compare the procedures and actions that have been implemented. We observe that energy issues are not considered as strategic elements of the urban development process. Actions set up mainly focus on the reduction of building energy demand, ignoring other potential energy savings. The energy performance of buildings is ensured through a relatively conventional environmental quality approach. However, covering the energy needs of new districts with local renewable energy constitutes an important factor of change in urban development practices. Urban developers now need to consider urban areas as potential energy producers instead of energy consumers. This study leads us to question the appropriate scale to define and implement an energy strategy for the urban fabric as well as the best actor to coordinate it

The city of Bucharest has been, for the past 25 years, torn between two overlapping urban realities: the results of communist planning - still very visible in the urban fabric - and the contemporary approach, which tries to adapt to, but also to transform the existing built areas (Vanau, G., 2010 Ticana, N., 2013, Ianos, I., 2004 Ioja, C., 2011 Erdeli, G., Nae M., 2008, etc.). This new vision of the city and the process of its "creation" lead to several questions: how is the city changing now ? Who masters its development and who is involved in its construction? Are the components of the regulatory, legal, operational frameworks of this development able to meet both the needs of the residents and the European expectations ? In order to answer these questions, our research aims at understanding the dynamics of Bucharest's urban development, by focusing on three domains which, in our opinion, have a major influence on the development of the city after 1989: the growth of residential areas, the new commercial and office spaces and, finally, the transportation system and urban mobility. The analysis ranges from the European framework, through the study of several post-socialist capitals to the capital city of Bucharest within its territory. The main objective of this work is to evaluate the bioclimatism of an urban project at its early stages: its capacity to harness daylight, the energy efficiency of the projected building and the thermal comfort of the outdoor environment. A first proposal for the exterior geometry is made in the mass plan. At this stage, buildings are commonly represented as mass blocks. Architectural details, such as windows shapes, interior coatings or wall composition are not defined, and daylighting inside the buildings or thermal behavior of their envelope are impossible to model. Nevertheless, we show that it is possible to evaluate as soon as in the mass plan the impact of the exterior radiative sources on the bioclimatism of the project. The concepts of sufficient and useful luminances and radiant temperatures are introduced. The first two criteria traduce the percentage of the year in which an outside luminous source induces a convenient illuminance inside the buildings; the third one traduces the impact of an outside radiative source on the heating and cooling of the outside surfaces and the outdoor thermal comfort. We analyze their distribution on the sky vault and highlight its variability under different climates. The final objective of this thesis is to propose a software likely to lead the urban planners in their search of bioclimatic urban forms: ensuring daylight access inside the buildings, energy efficiency and outdoor thermal comfort

Globally, the maritime fishing is characterized by overexploitation of resources available in the various fisheries have major impacts on the marine and coastal ecosystems. This overfishing is facilitated by advances in technology and consumer demand steadily increasing, especially in developed countries. To cope with this development, policies for sustainable management of fisheries resources are gradually implemented, ranging from conventional approaches (management pf exploited stocks) to the fisheries ecosystem approach with promotes reconciliation and sustainable conservation of the ecosystem. Our thesis addresses the conditions for the development of such a sustainable management of fisheries in the specific case of province of the Estuary ans the Maritime Ogooué in Gabon. The diagnosis revealed a disordely exploitation of fisheries resources and a general deterioration of the state of coastal ecosystems, requiring measures to adjust fishing pressure. However, many gaps remain (sustainable policies, training of stakeholders, assessment of resources and ecosytems, etc...) for a better understanding and a more rigourous monitoring of mutations that affect the sustainability of fisheries and the overall vulnerability of coastal ecosystems. In these two provinces of Gabon, we show that the application of the ecosystem approach of fisheries, taking the form of collaborative governance in the fisheries and aquaculture appears as a necessity to give the sector a place in this country
Corridors urbains et Transit Oriented Development : Enseignements d'une modélisation intégrée des transports et de l'usage du sol appliquée à la métropole lilloise by Liu Liu( )

Human mobility depends not only on the supply of transport services, but more indirectly, on the organization of our living space. Our residential and working location, as well as our travelling mode and itinerary choices are based on our monetary and time budgets, besides, personal preferences. Therefore, the organization of our living space has wide implications on the space and energy consumption. Can we design this space in 2040 in a more sustainable way? To achieve a new balance, we propose to apply the theoretical urban concept of Transit-Oriented-Development and the model of Urban Corridor to Lille metropolitan area. We aim at concentrating activities of all kinds along the existing mass transit axis, thus, revitalizing the city within its public transport (PT) corridors so as to promote dense, diverse and designed neighborhoods. By limiting constructions outside PT corridor, we control urban sprawl and encourage short-distanced and less time-consuming travelling patterns. To test this scenario, we set up a land use and transport integrated model including main economic activities, real estate market in addition to the complete transport network. Three visions of redevelopment strategy are tested in order to measure their long-term consequences related to different actions, such as the territorial morphology, the location choices of household and firms, the travel behavior for various activities and associated environmental impacts. By providing a reference for the spatial organization and for the transport services planning, the results stemming from this prospective analysis may also enhance our global understanding of the city - how this complex system works
La gestion des inondations dans un contexte d'urbanisation croissante : l'exemple des "points noirs" à Hà Nội (Việt Nam) by Van Tinh Le( )

Située en bordure du fleuve Rouge, la ville de Hà Nội n'est pas épargnée par les inondations. Ainsi, la population s'est très tôt appropriée ce territoire, ses contraintes et ces aléas. Néanmoins, en raison du besoin de développer rapidement la ville, cela a été négligé puis oublié. La récurrence d'inondations pluviales, alimentent les médias écrits et télévisés au point d'occuper régulièrement la une de la presse, ce qui justifie l'intérêt de nos interrogations et la pertinence de notre sujet d'étude. A l'heure où le développement durable prend une place de plus en plus prépondérante, Hà Nội se retrouve menacé par les inondations et doit trouver les solutions pour se protéger et accroitre son développement. Les solutions majoritairement apportées sont structurelles et techniques. Toutefois, alors que les surfaces agricoles fondent face aux projets d'aménagement urbains, ces mesures ne sauraient suffire pour éradiquer ces inondations. Les habitants ont en effet appris à vivre avec l'eau. Le Viêt Nam n'est pas étranger à la culture de la résilience. Reste à souhaiter que la croissance économique et que le confort que la population apprécie dans sa vie quotidienne ne laissent pas aux oubliettes cette culture de la résilience. Ces stratégies qui font partie de la culture du risque des habitants devraient être encadrées et institutionnalisées afin de proposer un modèle de ville durable soumise aux inondations pluviales. Or, dans un contexte de changement climatique, les aléas vont gagner en fréquence et en intensité au Viêt Nam. Afin de jeter les bases d'un développement résilient, le Viêt Nam doit s'engager sur la voie d'une gestion intégrée et du ménagement de son territoire

This thesis discuss the theme of integration and articulation between urban and transportation planning, with the aim of evaluate and studyi the sense and potentialities of the application of a Regional Plan for Transit Oriented Development (TOD) in Nord-Pas-de-Calais. In this regard we have chosen to use the tool of land use and transport integrated modeling (LUTI), and in particular the integrated simulation software Tranus, to implement a model which could answer to several research questions.We propose in this paper an integrated, inclusive and interactive perspective about problems and issues concerning land-use and transport policies at a regional level. A multidisciplinary and multi-scalar approach, following the principles of interdependence between all different elements of the territory, which is found in the concept of "networked city" of Dupuy. The aim is to address the themes of mobility and transport, according to a new paradigm, based on the concepts of accessibility, connectivity and multimodality and therefore according to the idea of an urbanism and a development oriented to transit and non-motorized transport, rather than car-oriented. This research deals with issues linked to local democracy and institutional innovation. Through empirical exploration of the construction of a territory project coordinated by different kinds of actors from a community centre in Dunkirk, we noted that the perceptible quality of intersubjectivities both gives birth to appropriate symbols and new frameworks for dynamic collaborative actions. Spaces are constructed that way : they are those of continuous socialization through which political interests raise. Having mediators coach this kind of sensitive societal game is an important stake. Our civic capabilities develop that way because links between these spaces and the forms taken by citizenship reflect social interactions built upon the experience of consideration. They are places of exchange of social representations. Thus, varied and innovative collective deliberations processes build delicate balances between actors of a given territory. Our research propose to highlight the sensitive springs of the forms of consent and solidarity in order to interrogate the collective management of emotions.In doing so, we have understood the specificities of citizenship competencies and the qualities of the public space. Our reflection is based upon a pragmatic thinking embodied by authors such as John Dewey, Erving Goffman but also Daniel Cefaï, George Marcus and Richard Shusterman. The latter combines with sociologies represented by Max Weber, Georg Simmel or Edgar Morin, and is completed at last with observations by Maurice Leblanc, Loïc blondiaux or Pierre Rosanvallon on democratic participation

The objective of this research is to assess the impact of the CEO's profile on the EO level and its influence on the export performance of the SMBs in the togolese context. The results of a quantitative analysis by logistic regression led to 65 exporting SMBs to this purpose, show that the strategic vision, the key competences, the CEO's traits of personality and the SMBs characteristics, are positively related to to the international entrepreneurial orientation (IEO) and to the export performance. These results have the merit of confirming the conceptual model adapted from M/F and the one of C/S within the Togolese framework
