Address to the 2002 ACOSS Congress: " concepts that I wish to address today: some of the trends we see in social policy are not what you would call positive developments or healthy signs of social inclusion and building up our Australian community. The growing emphasis on so-called mutual obligation in particular should cause us much concern. Like many others, I believe the system of mutual obligation is in fact a serious threat to building an inclusive society; stigmatising and degrading citizens instead of building bridges of confidence for citizens in need and establishing policy and programs that encourage, support and include citizens in the life of the community. However, I am afraid we have a long way to go before we will see a shift in this policy and its programs. It is important that we do not allow ourselves to be seduced by language that appears reasonable in the mutual obligation debate, for when we dig deeper we find a ferment of inequality, structuring into our systems what I believe to be notions of second class citizens. I particularly wish to support the views of Jeremy Moss in his article The Ethics and Politics of Mutual Obligation printed in The Australian Journal of Social Issues February 2001 and the paper by Pamela Kinnear titled 'Mutual Obligation: A Reasonable Policy?' presented to the National Social Policy Conference UNSW July 2001. There is also a lot of very creative and innovative thinking going on in the public policy debate and I am grateful for the opportunity to be directly involved in the development of good social policy in South Australia particularly around the concept of social inclusion and involving new ways for decisions to be made about policy and programs, how to support work across portfolios and across sectors i.e. governance issues."
