Pour autant, les TIC de santé ne réussissent pas à s'imposer. Les expérimentations sont nombreuses mais les déploiements restent relativement rares. Face à ce double constat caractérisé par une espérance d'un côté et des difficultés d'émergence de l'autre, il apparaît donc utile de revenir sur la promesse de technologies numériques de santé, d'anticiper leur devenir pour finalement dresser un examen critique de la situation actuelle."

Since the past decade, several Sub-Saharan African governments, through technical assistance provided by the World Bank and other donors, have undertaken to reform their telecommunications sectors, by implementing market liberalization policies, privatizing the incumbent public operator, and creating autonomous and independent regulatory bodies. The core objective of these reforms is to significantly improve access, and affordability, to telecommunications services on the basis of the assumption that a more friendly and predictable business environment will attract more private investment. However, the provision of interconnection services, on fair and efficient terms, has rapidly emerged as a main bottleneck. In fact, new legislation and regulations enacted in Sub-Saharan Africa recognize the interconnection rights ascribed to all telecommunications service providers and network operators. In addition, these regulations also request the incumbent fixed operator to supply interconnection services to new entrants on a fair and competitive basis. Despite the clarity and soundness of the legislative provisions in that respect (cost oriented, nondiscriminatory, fair, and transparent), the number of interconnection disputes has increased, and long-lasting interconnection disputes have discredited the reputation and credibility of new regulatory regimes

Two different value systems are being pointed at according to the way goods are circulated. In the first one we have a "sharing" system where the social link drives goods attribution. In the second one we have an "exchange" system (the market economy) where goods are circulated without much relation to the social link. Using a structuralist vision, we show that these two systems go along with two different mechanisms for expressing desire, that do not conflict but complement each other. We identify how the "sharing" economy takes place today. In particular we analyse the commercial relationships linking men to ensure the circulation of goods. Analysing new mediations such as allowed by the new information technologies, we show that modern economy reintroduces some social link through the exchange of goods. This goes as far as authorizing the trade of people, i.e. exchanges where what is valued is not only the exchanged goods, but people involved in the exchange itself

The microminiaturization of a Signal Corps air encoder subassembly is described. The subassembly is a shift register consisting of 28 flip-flops, 1 gate, and 3 driver circuits. These circuits are to be vacuum deposited on .310 inch square glass substrates and then stacked into micro-modules .625 inches in height. The techniques involved in monitoring the vacuum deposition of all films are discussed. Also discussed is a multiprobe jig which makes contact to 22 terminals of a deposited flip-flop and a mask changer which allows the changing of 4 masks without breading vacuum. Maximum accumulated mask registration tolerance is +/- 003 inches
