Intertemporal analysis of employment decisions on agricultural holdings in Slovenia by Luka Juvančič( )

The paper attempts to quantify determinants influencing dynamics of employment decision on agricultural households in Slovenia and to test specific aspects of labour reallocation during transition period by application of agricultural household model. Through the use of 1991-2000 panel data for 22,055 farm households, quantitative analysis of intertemporal employment decisions of farm holders is carried out by the use of probit techniques. Determinants tested refer to personal characteristics of refernce persons (gender, age, education level, opportunity off-farm income), household characteristics (size, structure), characteristics of agricultural holding (economic size, labour input, labour intensity) and local labour market conditions. The model results generally confirm the existing empirical evidence on asymmetrical and irreversible participation of holders at the labour market. Despite intensive restructuring of agriculture and profund changes in non-farm labour market in the analysed period, labour supply of farm holders remains rigid. Mobility of labour supply is lower than expected, which can be attributed to the importance of structural problems constraining intersectoral mobility. A marked tendency towards upkeeping of the same employment status is more distincted in the case of holders employed on the farm. A low level of labour supply mobility worsens efficiency of labour allocation on agricultural holdings in Slovenia. Elements of this problem emerge on both, supply (e.g. low level of educational and professional attainment of refernce person) and demand side of labour market (e.g. unfavourable local market conditions)

In the future the cultivation of genetically modified (GM) crops in the EU may increase, which could have a number of socio-economic consequences for farmers, upstream and downstream industries, as well as consumers. The European GMO Socio-Economics Bureau (ESEB) has compiled topics, indicators, methodological guidelines and potential data sources to carry out analyses of these socio-economic effects. This document provides a framework applicable to any GM crop that has been or might be grown in EU Member States. Almost 100 indicators, which range from farm adoption rates to consumer surplus, have been identified by the ESEB Technical Working Group composed of representatives of Member States and with assistance from the European Commission's Joint Research Centre. Evidence of impacts in the EU already exists for some crop/trait combinations both ex post and ex ante but for most topics it is very limited. Methodologies have been developed by the scientific community for many of the topics and indicators, from simple partial budget analysis to complex aggregated models. It is concluded that while methodologies are available for many of the topics and indicators, the main constraint is a lack of data

Policy practice vs. public perception : does the support for multifunctional agriculture in Slovenia deliver the right thing? by Luka Juvančič( )

The concept of multifunctionality is increasingly included in argumentation and instruments of agricultural policy. The paper deals with a question to what extent policy instruments relate to public preferences towards multifunctional agriculture. The case of Slovenia is taken as an example. Internet-based survey was carried out in order to identify and rank various attributes of multifunctional agriculture in Slovenia. Survey results are confronted with rieview of rural development policy instruments. This comparison shows that extensive policy support towards sustainable land management and preservation of countryside in Sloveniais in accordance with stated preferences of survey respondents. On the other hand, high ranks given by survey respondents are in contrast with low importance in policy support towards food safety and quality aspects of multifunctional agriculture
