This analysis explicates the federal legislation which is the foundation for many bilingual education efforts in the United States today. The first section sets forth the political background that led to the passage of the Bilingual Education Act of 1968. This background information considers the experiences of the Hispanic population in the southwest, the American Indian, and the European immigrant. The history of restriction and tolerance of non-English-speakers is set forth. The second section is an examination of the existing bilingual education legislation set forth analytically, but with some attention to the evolution from 1968 to 1974 and then 1978. Breadth of coverage, purposes, program design, the allocation process, the application process for program grants, and program administration are discussed. The concluding section addresses the questions raised by Congress and recent reports which suggest future directions and issues for bilingual education. (Jb)

The issues of reading in bilingual education are examined with a primary focus on the contemporary classroom in the United States. Within bilinqual education, concern for reading has seldom reflected current research and theory, and little research has focused on reading within bilingual programs. In addition to focusing on the specifics of the classroom, issues are discussed in the context of human language and language use now and in the past. The development of literacy in multilingual countries must be based on understanding of linguistic realities in specific locations and must be in tune with political, economic, and cultural realities. The range of possibilities in the school's responses to bilingual or multilingual realities and the kind of literacy program each alternative requires are presented. The series of alternatives focus on maintenance, transitional, and English as a second language programs. Three common assumptions that have dominated curricular suggestions in bilingual literacy programs are discussed, and the range of ways to attend to reading issues in schools with bilingual pupils are examined. Teaching methods, instructional materials, and program evaluation for reading instruction in a bilingual, biliterate curriculum are covered. These questions address various aspects of culture such as family, religion, interpersonal relationships, food, etc. In addition to the questions, basic data collection skills that are needed to get answers to the different questions are discussed. Ways that cultural information can be applied to classroom practice, curriculum development and evaluation are suggested. Also included are a list of competencies that are important for the cultural component of bilingual programs, as well as a bibliography on the topic of bilingualism and biculturalism in education. This guide is intended as a resource for mainstream classroom teachers, K-12, who want to provide language minority students with additional support in their transition into classes where English is the language of instruction. The guide may also be used to help teachers make instruction more effective for all students and for teacher training. Areas addressed include the following: (1) assessing students in content-specific language proficiency (a table of predominant language functions required in selected content areas and a sample assessment instrument for content-specific language functions are provided; (2) setting up a buddy system with English-proficient peers; (3) preparing the student for a content-area lesson by teaching core vocabulary in advance and contextualizing lessons; (4) making language more comprehensible; (5) using cooperative grouping; and (6) collaborating with the English-as-a-Second-Language teacher. It is recommended that language minority students be regarded as resources in the mainstream classroom rather than as different or inferior. This provides a greater likelihood of their becoming proficient in English and succeeding in mainstream classes, while enriching the education of all students. (MSE)
