Projections indicate an increase of 2 million in the Greater Toronto Area population over the next 20-30 years. As most of the area's land is already urbanised, accommodating this increase will require redevelopment, or reurbanisation. To provide a framework to guide this reurbanisation, this document presents a draft set of guidelines developed using a comprehensive approach aimed at integrating environmental, economic, social, and built form issues. The guidelines are organized on the basis of a hierarchy of decisions which will lead the reader through an evaluation process for a reurbanisation area. Each set of guidelines is preceded by an explanation of their context and rationale, and an example showing their application is carried throughout. A fundamental element of the guidelines is strong support for the use of transit through reurbanisation at key locations with appropriate densities and land uses. The guidelines cover: whether an area should be reurbanised; the appropriate mix of uses and overall density level; urban design; public space; site-specific densities; the pedestrian environment; parking; fit and transition; and special features
