Living conditions on the east coast of Hudson Bay forty years ago were desperate. In 1953, a number of Inuit families were moved by the Canadian government for that coast in Northern Quebec and Baffin Island to the high Arctic Islands of Ellesmere and Cornwallis. The reason for the moves as stated by the government at the time was to take the Inuit away from destitution in Northern Quebec and to relocate them in an area of better game and fur trapping potential. In the 1970's, Inuit spokepersons began to make representations to the effect that the people had been moved against their will from a place of abundance to a place of harshness and suffering in order to protect Canadian sovereignty in the Arctic. Today, in the 1990's, they are claiming a $10,000,000 settlement to compensate for wrongdoing and suffering -- from Preface

The mechanical parts of the recorder were designed and are in the first stages of assembly. The servo electronics were designed and fabricated. A coding study is under way for the design of the record/playback signal processing electronics. An optical system using HeNe lasers for recording and playback has been proposed; a report on this system is given in Appendix A.A study of possible materials for the disc substrate shows that plexiglas (PMMA) would be a good choice. Several mechanisms have been considered for protecting the recording from dust, fingerprints, and scratches. A program for investigating suitable DRAW recording materials has begun. (Author)

Possible solutions to communication problems in Canada's North are presented in this report. A centralized source of information is proposed, along with suggestions for aid from the government and universities. Recommendations for improving communication are also listed: the modification of Canada's Anik satellite program; the involvement of regional popular groups to provide for self-expression on the part of the northern people (American Indians, Eskimos, and whites); formation of a centralized Northern Communications Information Center; government recognition of various communication groups; provision of broadcast radio facilities and improvement of telephone service; establishment of northern-oriented radio and tv program production centers; assumption of coordination responsibilities by the Government of Canada Department of Communications; and development of guidelines by the Canadian Radio and Television Commission. Appendices provide information on organizations doing communications work in northern Canada and also a proposal for a communications unit. A 67-item bibliography is included.
