"The President's Memorandum of May 27, 2009 on Classified Information and Controlled Unclassified Information, directed a Task Force, led by the Secretary of Homeland Security and the Attorney General, to review the Controlled Unclassified Information ("CUI") Framework established in 2008 for the management of Sensitive but Unclassified1 ("SBU") terrorism-related information. The Task Force undertook a 90-day study of the CUI Framework, the current regimes for managing SBU information in the Executive Branch, and, by extension, the sharing of that information with our non-federal information-sharing partners. The Task Force concluded that Executive Branch performance suffers immensely from interagency inconsistency in SBU policies, frequent uncertainty in interagency settings as to exactly what policies apply to given SBU information, and the inconsistent application of similar policies across agencies. Additionally, the absence of effective training, oversight, and accountability at many agencies results in a tendency to over-protect information, greatly diminishing government transparency."--Page vii

"Climate change is an urgent problem. Because it is causing new weather extremes and fatal catastrophes, climate change is better termed climate disruption. Bending the curve to flatten the upward trajectory of pollution emissions responsible for climate disruption is essential in order to protect billions of people from this global threat. Education is a key part of the solution. This textbook book lays out ten solutions that together can bend the curve of climate warming below dangerous levels. These solutions fall into six categories: science, societal transformation, governance, economics, technology, and ecosystem management. Four themes emerge from the book: - There is still time to bend the curve. The time to act was yesterday, but if proper actions are taken now, there is still time to avoid disastrous changes. We have to pull on three levers: The carbon lever to achieve zero net emissions of carbon dioxide before 2050; the short-lived climate pollutants lever to drastically reduce concentrations of other major climate pollutants; and the atmospheric carbon extraction lever to remove massive amounts of carbon dioxide from the atmosphere. - Bending the curve will require interdisciplinary solutions. Climate change requires integrating approaches from the natural sciences, social sciences, and humanities, so this textbook--unlike most on climate change solutions--does just that, with chapters written by experts in climate science, social justice, economics, environmental policy, political science, energy technologies, ecology, and religion. Bending the curve also requires preservation and restoration of ecological systems. - Bending the curve requires a radical shift in attitude. This shift requires change in behavior, change in our attitudes towards each other, and change in our attitude towards nature. Climate justice has to be an integral part of the solution. - Technology, market mechanism and policy need to be a part of the solution. New market mechanisms and other policies are required to spur technological innovations and to scale clean technologies globally. As a US senator, Ernest McFarland sponsored more than forty congressional laws, including the landmark GI Bill in 1944. Twice he led the Central Arizona Project (CAP) to passage in the Senate on its way to ultimate success, and his dedication led to his selection as US Senate majority leader. After losing to Barry Goldwater in 1952, McFarland returned to Arizona, led to Democratic resurgence, and became a two-term governor. I've enjoyed remarkable achievements preparing the way for industrial expansion in the state and successfully arguing the CAP case before the US Supreme Court. At age seventy he successfully ran for the Arizona Supreme Court, where he wrote the controversial decision that was overturned by the US Supreme Court in Miranda v. Arizona. He rose to chief justice in 1968, Thus achieving the unique political triple crown of serving in the highest position in the legislative, executive, and judicial branches of state government. Mac passed away in Phoenix in 1984 at age 89, having risen from a log cabin in Oklahoma to Capitol Hill and to the Arizona statehouse, working alongside such notables as Harry Truman and Lyndon Johnson in a career marked by selfless concern for the common person and stewardship of his nation
